APPENDIX B NOTICE OF DEVIATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek License No. DPR-16 The following deviation was identified during an inspection conducted May 16-20, 1988.
In June of 1977, the NRC issued the guidance document "Nuclear Plant Fire Protection Responsibilities, Administrative Controls, and Quality Assurance." Attachment 4 of-this guidance document outlined the require-ments for a program to control the use of ignition sources.
Included in is the requirement that a fire watch tra'ned and equipped to prevent and combat fires be present for ignition sources used in areas where a pctential fire may damage safety-related equipment.
In addition, references National Fire Protection Association (NFPA)
Standard 518, Cutting and Welding Processes, for additional guidance In regards to the training of ignition source fire watches, NFPA 51B requires the fire watch to be trained in the use of fire fighting equipment and stipulates that training shall include practice on test fires. By letter dated February 3, 1978, the NRC requested GPU compare Oyster Creek's fire protection program to the guidance in the NRC document.
By letters dated April 7, 1978 and September 22, 1978, GPU responded to the NRC request and committed to meet all of the requirements outlined in Attachment 4 to the NRC guidance document.' The NRC approved the licensee's commitment in Supplement 3 to the Oyster Creek Fire Protection Safety Evaluation dated August 25, 198?.
Contrary to the a~oove, the licensee does not have an established training program for ignition source fire watches which satisfies the requirements of the NRC guidance document and NFPA 518.
Please provido in writing within 30 days of the date of the letter which transmitted this Notice, a description of corrective actions regarding this deviation, actions taken to avoid further deviations, and the dates when these actions were or will be completed.
