DPR-54 PROPOSED AMENDMENT NO. 139 In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Gen-erating Station Unit No. 1.
In a recent review of all sections of the Technical Specifications, Appendix A, a number of typographical errors, inadvertant omissions and grammatical inconsistencies originating from various past amendments were noted.
Pro-posed Amendment No. 139 consists of corrections to these noted discrepancies.
Attachments I, II and III to this submitted provide the Safety Analysis, "No Significant Hazards" Evaluation and Description of Proposed Changes, respec-I tively.
I Pursuant to 10 CFR 50.91 (b)(1), the Radiological Health Branch of the Cal-ifornia State Department of Health Services has been informed of this pro-posed amendment by copy of this submitted.
Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21,

ATTACllMENT I SAFETY ANALYSIS The various editorial corrections comprising this Proposed Amendment are intended to lend clarity to the Technical Specifications and promote com-prehensibility.
The proposed changes are not foreseen to have any adverse effect on plant safety nor to constitute an unreviewed safety question.

ATTAC K NT II "N0 SIGNIFICANT HAZARDS" EVALUATION
~
Proposed Amendment No. 139 to the Rancho Seco Technical Specifications has been evaluated and the District has determined that there are "No Signifi-cant Hazards Considerations." The basis for this determination is the Commissions's guidance provided in 48FR14870 concerning the applicatinn of 10 CFR 50.92 which gave examples of amendments that are judged not likely to involve significant hazards considerations. One of the examples given as not'likely to involve significant hazards considerations, Example (1),
stated:
"A purely administrative change to technical specifications:
for-example, a change to achieve consistency throughout the technical specifica-tions, correction of'an error, or a change in nomenclature." The proposed amendment changes as summarized in Attachment III, are representative of the above three (3) categories of administrative changes and thus judged to not involve significant hazards considerations.
