Subject:

CATEGORICAL EXCLUSION FOR AMENDMENT N0. 5, REQUEST DATED JUNE 14, 1988 By letter dated June 14, 1988, Babcock & Wilcox submitted for NRC review and approval, Amendment No. 5 which addresses three items.

These items are:

(1) to expand the activities that utilize licensed material beyond those of Research and Development, (2) to decrease the frequency of surveys performed in vending machine areas and snack bars that are located in the unrestricted drea, and (3) to add the laundry to the facilities described in the license application, and whicti was inadvertently left out.

Item one, the expanded activities are not significantly different from activities which NNFD is currently authorized to perform. The expanded activities involve items tha! have been made radioactive by neutron activation and/or by residual surface contamination with radioactive materials.

The existing safety program is adequate to protect the environment.

Item two, concerns a decrease in monitoring, which over the past elght years has not detected any activity. Therefore, decreasing monitoring will not increase individual or cumulative occupational radiation exposure.

Item three, adds the laundry facilities which has been operating since 1964 and was inadvertently omitted from the license application.

The environmental consequences of operating this laundry have been previously evaluated and found to be acceptable.

There is no construction involved in the three items covered by this amendment, and none of these items significantly increase the potential for or consequences from radiological accidents. Accordingly, the staff has concluded that the following conditions have been met:

1.

There is no significant change in the types or significant increase in the amount of any effluents that may be released offsite, 2.

There is no significant increase in individual or cumulative occupational radiation exposure, 3.

There is no significant construction impact, and 4.

There is no significant increase in the potencial for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
