Gentlemen:
This refers to the inspection conducted by Mr. W. R. Bennett of this office
during the period June 1 through July 4, 1988, of activities _ authorized by NRC
Operating License DPR-46 for Cooper Nuclear Station and to the discussion of
our finding with Mr. G. R. Horn and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection included operational safety verification,
monthly surveillance and maintenance observations, ESF walkdown, IE
Bulletin 88-05 followup, radiological protection, and security.
Within these
areas, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the
inspectors.
The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently,,you are required to respond to
theseviolations,inwriting,ulesofPractice,"Part.2, Title 10,Codeof
in accordance with the provisions of
Section 2.201 of the NRC's R
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
We heve also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 3 of the enclosed inspection report.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
