Subject: Inspection Report 50-334/88-02

This refers to the special inspection conducted by Mr. P. Bissett and Mr.

N. Dudley of this office on February 1-5, 1988 at the Beaver Valley Unit 1

facility of activities authorized by NRC License No. DPR-66 and to the

discussions of our findings held by Mr. Dudley with Mr. K. Grada of your staff

at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region 1

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were observed.

However, one activity appears to be a deviation from a Duquesne Light Company

commitment to adhere to the Procedures Generation Package in developing your

Emergency Operating Procedures. Numerous inconsistencies with the Procedures

Generation Package were identified in procedural steps of the Emergency

Operating Procedures. Many of these inconsistencies resulted in the Emergency

Operating Procedures not clearly stating what actions were required of the

operators. You are requested to respond to this letter. In preparing your

response you should follow the instructions contained in Appendix A.

The response requested by this letter and the accompanying Notice is not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
