Gentlemen:
This refers to the routine safeguards inspection conducted by Messrs. B. Drouin
and D. Galanti of this office on March 21 through March 31, 1988 of activities
at Point Beach Nuclear Plant, Units 1 and 2, authorized by NRC Operating
Licenses No. DRP-24 and No. DPR-27 and to the discussion of our findings with
Messrs. J. Koehler and C. Meyer and other members of your staff at the
conclusion of the onsite inspection on March 25, 1988.
The enclosed copy of our inspection report identifies areas examined during
'
the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.

During this inspection, certain of your activities appeared to be in violation
of NRC requirements.
You wili be notified by separate correspondence of our
decision regarding enforcement action based on the findings of this
i
inspection.
No written response is required until you are notified of the
proposed enforcement action.
We also noted that more analysis of security
events is required by your staff to anticipate and/or identify potential
security problems. We request that you respond to our concerns which are
described in Section 6 of the enclosed report within 30 days of receipt of
this letter.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section 73.21(c)(2).
This information must be handled and protected in
,
accordance with the provisions of 10 CFR 73.21.
Consequently, our report of
the inspection, and your response to our concerns identified in the enclosure
to this letter will not be placed in the NRC Public Document Room.
Therefore,
your actions taken in response to our concerns which were identified in the
enclosure should be submitted as a separate enclosure to your transmittal

letter in the manner pres,ribed.
