Cockfield Vice President, Nuclear June 15, 1988 Trojan Nuclear Plant Docket 50-344 License NPF-1 U.S. Nuclear Regulatory Commission ATTN Document Control Desk Washington DC 20555 Dear Sir Pacific Northwest Seismicity In a letter of March 5, 1984, the Nuclear Regulatory Commission (NRC) notified Portland General Tlectric Company (PCE) of their findings regard-ing the possibility of a largo earthquako in the Pacific Northwest. A safety evaluation attached to that letter concluded that the soismic design basis for Trojan, approved during the construction permit and operating licenso reviews, remained acceptable. PCE was requented, however, to main-tain an awareness of research concerning subduction of the Juan de Fuca plato, and that the NRC a informed of slp,nificatit findings relativo to the Trojan site.

Recertly, in April, a f our-day workshop on Pacific Northwest carthquako hazards was hold in Olympia, Washington. As noted by Mr. Walter Hays of the United States De p rtment of the Interior, the workshop was the first in a series of five annual meetings for the purpose of developing and applying an earthquake loss reduction knowledge base for the Puget Sound and Portland areas. Some of the information presented at the workshop concerned coastal evidence for prehistoric (possibly earthquake-related) subsidence events, characteristics of the Cascadia Subduction Zonc., and comparisons of the Cascadia with other subduction zones around the world.

Also, a two-day symposium on Holocene subduction in the Pacific Northwest was isold at the University of Washington in May of this year. It was primarily an opportuntty for various investigators to present the status of their research concerriing the possibility of subuuetion zone soismic events occurring in the Pacific Northwest over the past several thousand years.

J On April 22, 1988, an intervenor's petition was flied with the Energy

, Facility Siting Counell (EFSC) for the State of Oregon. In light of l l information presented at the April 1988 workshop, the petition requested )

{ a contested case proceeding for the purpose of suspending the Oregon site I certificate for the Trojan Nuclear Plant. ]

l l On June 6, 1988, l'CE provided answers to a number of questions on Trojan  :

earthquake hazards from the Oregon Department of Energy (ODOE), acting on behalf of EFSC. The information provided to ODOE/EFSC concerns the j current status of Cascadia Subduction Zone research, the seismic cap- l

! ability of Trojan, and PCE activities to monitor research activities that i i relate to seismicity in the vicinity of Trojan. A meeting between the i

] intervenor, ODOE, EFSC and PGE he:. been scheduled for June 16, 1988.

l PGE will continue to actively monitor research developments concerning i

{ the Cascadia Subduction Zone and the possibility of a large earthquake in  :

the Pacific Northwest. Significant findings relative to the Trojan site l j will be reported to the NRC. At this time, we conclude that research l l results are preliminary and there is no reason to question the seismic l adequacy of the Trojan Nuclear Plant.
