Gentlemen:

This. refers to the inspection conducted by Mr. Nemen M. Terc of this office and

- other accompanying personnel during.the period June 21-23, 1988, of activities

authorized by NRC Operating License DPR-40 for the Fort Calhoun Station, and to

the discussion of our findings with you and other members of'the OPPD staff'at

-the conclusion of the inspection.

Areas examined during the. inspection included the implementation of the

emergency plan and procedures during the an:iual emergency response exercise.

Within;these areas, the inspection consisted of selective examination of

procedures and re)resentative records, interviews with personnel, and

observations by tie NRC inspector.

The inspection findings are' documented in

the enclosed inspection report.

During this inspection, 15 deficiencies were ident'ified.

You are requested to

-provide this office with a schedule for correcting these deficiencies within

30 days after. receipt of this letter.

This letter also confirms the telephone conversation between Mr. R. L. Bangart

of this office and you on July 8, 1988, concerning our request to conduct a

management meeting to discuss the inspection findings and your response to

these findings.

The date agreed upon was July 28, 1988, at 9 a.m., in our

Arlington. office

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

The response requested by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.
