Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request (TSCR) No.148, Rev.1 In accordance with 10CFR50.59,10CFR50.90 and 10CFR50.91, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests changes to Appendix A of that license.

TSCR No.148 concerning reactor coolant system (RCS) iodine activity limits and surveillance requirements was previously submitted on October 23, 1986 to the NRC staff for their review and approval.

During our meeting of June 30, 1987, the Staff requested re-submittal of the proposed changes with the following revisions:

1. Delete words "if inhaled by an adult" from the definition of DOSE EQUIVALENT (D.E.) I-131 (Section 1.39).
2. Incorporate provisions for performing additional analyses at least once per 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> until the specific activity of the primary coolant is restored to within its limit when the coclant activity exceeds 0.2 uCi/ gram D.E. I-131 (Section 3.6. A).
3. Eliminate provisions for allowing a second sample, and place the reactor in hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> when the coolant activity exceeds 4 uCi/ gram D.E. I-131 (Section 3.6. A)
4. Add sampling and analysis requirements for f odino following changes in thennal power or offgas level (Section 3.6. A).

The above revisions were requested by the Staff to be consistent with Standard Technical Specification', for General Electric Boiling Water Reactors (NUREG-0123).

As for non-iodine activity, Section 3.6.E.1 of Oyster Creek Technical Specifications limits the release rate of gross activity in noble gases discharged from the main condenser air ejector not to exceed 0.21/E Ci/sec where E is the average gama energy. The staff agreed in our June 30, 1987 meeting that this existing Tech. Spec. provision is adequate for non-iodine activity.

All specifications proposed in the TSCR No.148, Rev.1 can be implemented at Oyster Creek within two months of issuance by NRC. This time is necessary in order for new procedures to be put in rUace and to allow for personnel training on these changes to be effected.

This Technical Specification Change Request has been reviewed in accordance with Section 6.5 of the Oyster Creek Technical Specifications.

Pursuant to 10CFR50.91(b)(1), a copy of this Technical Specification Request has been sent to the State of New Jersey Department of Environmental Protection.
