Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Generic Letter 82-33 Detailed Control Room Design Review Gentlemen:
In a telephone conversation on March 29, 1988 between Mr. A. R. Koon and Mr.
D. A. Behrens of South Carolina Electric & Gas Company (SCE&G), and Mr. J. J.
Hayes and Mr. George Lapinsky of the NRC, a specific question on the SCE&G Control Room Design Review (CRDR) was discussed.
The purpose of this letter is to document the SCE&G response to the NRC concern which was raised in the telephone conversation.
The concern of the NRC was with the SCE&G disposition to the Human Engineering Discrepancy (HEO) 8.1-9 as identified in the D. A. Nauman letter to the NRC dated May 28, 1987.
The explanation of the HED contained in the May 28, 1987 submittal alluded that the operator was forced to "blindly" operate the Hagen and process controls for the Motor Driven Emergency Feedwater Pump Turbine Driven Emergency Feedwater Pump, feedwater flow and bypass flow valves.
This HE0 was identified to be one with high safety importance fot which no action was required to resolve.
As was explained in greater detail and clarity in the March 29, 1988 telephone conversation, the controls and displays for these pumps and valves are vertically integrated.
The contro?s for these components are found functionally arranged on the benchboard while their associated displays are located directly above them on the vertical section of the c ntrol board which is in accordance with NUREG 0700, "Guidelines for Control Room Design Reviews."
Therefore, because of the close physical proximity of the controls and displays, the operator is not operating the components "blindly" and the arrangement of the instruments is not considered to be a problem requiring further resolution.
Subsequent to this additional explanation, the NRC was satisfied with the SCE&G disposittori of the item and indicated no further information was required.
