REACTOR PROTECTION SYSTEM PROTECTIVE CIRCUITRY SURVEILLANCE REQUIREMENTS
Reference:
TAC Number 62793 In your letter of February 17, 1987, which responded to our letter of September 24, 1980, you conclude that Technical Specification surveillance testin appropriate for your recently modified reactor protection system (RPS) g is not power sources. Rather, you propose to perform surveillance on the RPS power source protective circuits once per operating cycle and that this surveillance be dictated by a procedure external to Technical Specifications. The enclosed Safey Evaluation provides our complete response and conclusion that your proposal is unacceptable.
In addition, please refer to Mr. R. J. Janecek's letter of November 12, 1987 on behalf of the BWR Owners Group and sent to Mr. R. E. Starostecki of the NRC.
The subject of Mr. Janecek's letter was the "BWR Owners Group Technical Specification Screening Criteria Application and Risk Assessment." The staff has reviewed this document and responded by letter to Mr. Janecek on May 9, 1988. Appendix D to the staff's response is titled "Results of the NRC Staff Review - BWR Owners Group's Submittal - Retention and Relocation of Specific Technical Specifications." Specifically, note LCO 3.8.4 on page D-9.,
It is identified as Repor^. Item 277 (this refers to Mr. Janecek's letter of November 12, 1987 - comonly called the "Split Report") and is titled "Power Monitoring of RPS."
Both the staff and the BWR Owners Group agree that this specification once each operating cycle) y a 6 month functional test and a channel calibration (operability demonstrated b is appropriate for such an important component.
In sumary, the staff has concluded that:
- 1) it is appropriate to incorporate the RPS circuitry into the Technical Specifications, and 2) sufficient justification has not been provided to accept your proposal for deleting the six month channel functional test and leaving only calibration on a once per operating cycle frequency.
