Dear Mr. Mallet:

The Sequoyah Fuels' Cimarron Facility decomissioning activities have resulted in the removal of all gloveboxes, equipment, tanks, piping and exhaust systems containing TRU waste concentrations of plutonium.

The last

'IRU waste was shipped from the facility on June 8,1987.

An estimated maximum of four (4) grams of plutonium remains in the plant in the form of low level contamination on floor, wall and ceiling surfaces and will produce only low specific activity (LSA) waste.

The actual quantity is more likely to be some two (2) grams.

Accordingly, we request that License Number SNM-ll74 be amended as follows:

1.

Change the maximum amount of plutonium that may be possessed at any one time from 11,475 grams to 4 grams.

(Item 8.(1) of license).

2.

Delete the plutonium (Pu-238) calibration source listed as 6.(2) on the license; this source was disposed of as TRU material in thc last shipment of waste. Delete the Cs-137 sealed source listed as item 6.(4) on the license; this source is listed on the facility byproduct material license (License No. 35-12636-02, Docket No. 030-05947) and should be deleted from License SNM-ll74.

A copy of the most recent amendment to License 35-12636-02 is attached for your information.

Delete the requirement for the "Standby Physical Security Plan - Cimarron l

Plutonium" Material and Plant Protection Amendment MPP-3 and the Material l

Control Plan; these are no longer required.

j 4.

Delete the safeguards measures requirement agreed upon during a Nov' amber,1978 site visit by Mssrs. R. Rentschler and D. Thurman of tmC.

(See April 9,1979 letter from Robert F. Burnett, Director, Division of Safeguard, NRC to W.J. Shelley,

Director, Regulation of Control, Kerr-McGee Corporation.)='These safeguards measures no longer apply.

Delete the criticality control, alarm and audit requirements; nuclear safety (criticality) is not a consideration for the quantity of plutonium remaining at the facility.

The facility will implement the attached material control and accountability plan in accordance with the requirements of Subpart B to 10 CFR 74.
