This responds to your letter of November 29, 1978 regarding dismantling and removal of the solvent extraction system (gloveboxes 27A and 27B) and clarifies the safeguards measures discussed and agreed to by Messrs.

W. Norwood and D. Majors of your staff in conversations with Messrs.

R. Rentschler and D. Thurman of the NRC during the November 1978 site visit. We have reviewed the safeguards commitments contained in the SNM termination plan enclosed with your letter and find them generally acceptabl e.

With regard to the material control and accounting of special nuclear material in gloveboxes 27A and 27B, selected portions of the plan have been incorporated as a condition of license in License Condition 2.1.

License Condition 6.2 has been added to require a ledger dedicated to the activity in gloveboxes 27A and Z7B. Minor revisions have been made to License Conditions 3.1, 5.1 and 7.3.

We have the following comments relative to the physical security sections of the plan. We believe some clarification is necessary in describing physical protection requirements for vault use during the preparation of waste and search procedures while loading the shipping vehicles.

Accordingly, we have added License Conditions 9.3.23,9.3.2^,9.4.2(d) and 10.2.

We are also deleting License Conditions 9.3.3, 9.3.20, 9.3.21 and 9.4.3 which were rendered obsolete by the change cf your operation from standby to dismantling of gloveboxes 27A and 278. Finally, we have revised License Conditions 9.1 and 9.3.22 to formally implement your plan and more fully describe requirements for calibration of your SNM detector, respectively.

. Accordingly, we are hereby cancelling Amendment MPP-2 and issuing the attached new Safeguards Amendment MPP-3 in its entirety to your License flo. SNM-ll74, effective immediately.
