Dear Mr. Fiedler:
OGC WF
SUBJECT:
GPU NUCLEAR CORPORATION (GPUN) TOPICAL REPORT TR-040 "STEADY STATE AND QUASI-STEADY STATE METHODS FOR ANALYZING ACCIDENTS AND TRANSIENTS" (TAC NO. 65139)
By letter dated April 15, 1987, GPUN submitted for review Topical Report TR-040 "Steady State and Quasi-Steady State Methods for Analyzing Accidents and Transients." The information in this report was supplemented by information submitted in your letter dated November IP, 1987 in response to our request for additional information.
The staff and its consultant, Brookhaven National Laboratory, have reviewed this information and the results of this review are presented in the enclosed safety evaluation.
As discussed therein, the staff concludes that the report, the methodology and GPUN use of the methodology to be acceptable with the following exceptions:
(1) in performing the fuel assembly mislocation analysis a 0.0? delta CPR penalty is required to account for uncertainty in the prediction of the CPR in the case of an axially varing R-factor and (2) in the analysis of the fuel assembly mislocation error, a minimum of fifteen four-bundle cells shculd be analyzed to identify the mislocation resulting in the largest delta CPR. GPUN has agreed to make these changes to the procedure.
Sincerely,
/S I Alexander W. Dromerick, Project Manager Project Directorate I-4 Division of Reactor Projects I/II
