Inspection Report No. 50-219/88-02
This refers to the special team inspection by Messrs. A. Cerne, W. Baunack,
D. Jonrson, and E. Collins from January 25-29, 1988 at the Oyster Creek Nuclear
Generating Station. The inspections consisted of document reviews, interviews,
observations of activities, and an assessment of licensee corrective action in
response to the freezing conditions identified in the reactor building on January
1, 1988. The inspection details and findings are documented in the enclosed in-
spection report and these findings were discussed with you and other members of
your staff at the conclusion of the inspection.
Apparent violations of NRC requirements are cited in Appendix A and categorized
under the General Statement of Policy and Procedure for NRC Enforcement Actions,

10 CFR Part 2, Appendix C (Enforcement Policy 1986). A reply is required and
should be prepared in accordance with Appendix A.
In order for us to fully assess the safety significance of the events that occurred
on January 6,1988 and to evaluate the impact that cold weather conditions had upon
plant systems and components, please provide additional design review and follow-up
information. We request that you submit such information as is discussed in Ap-

pendix B to this letter with the responses required by the Notice of Violation
(Appendix A). We would expect that you have implemented all necessary controls
to preclude adverse cold weather impact upon safety systems. We understand that

contingency plans may be required, depending upon ambient weather conditions.

pending upon the results of your ongoing analysis and our review of those results,

it may also be necessary for you to institute additional controls to affect total

resolution of the safety issues in question.
