Public Service Company of Colorado (PSC) requests the approval of the implementation of five changes relative to the requirements of NUREG-

0737, Supplement 1,

during the Spring of 1988.

Four of these are control room design improvements and the fifth will install the Safety Parameter Display System (SPDS) Monitor. Attachment 1 to this letter lists these five control room changes and the related design package submitted in response to the above referenced letter. provides a discussion of these changes relative to the design package submitted and the review activities to date. provides an accounting of the quantity and category of Human Engineering Discrepancies (HED's) to be addressed by the listed changes.

l This approval is needed in order to make a final determination relative to the amount and nature of work to be scheduled.

PSC requests the NRC's approval by April 4,

1988, so that the construction activities can effectively be integrated into the overall schedule for the helium circulator outage which is to begin l

May 2, 1988.

SPDS Monitor

  • Note 1 - The SPOS monitor installation package was not submitted as a part of the Control Room Design Review Summary Report or as an attachment to that report.

This installation does, however, affect our previous design submittal for main control boards I-03/04.

The SPOS Safety Analysis Report and Program Plan was transmitted by letter (P-84487) Warembourg to Johnson, dated November 11, 1984.

PSC received the staff's Safety Evaluation Report on the SPDS in a letter (G-86384) Heitner to Williams, dated July 14, 1986.

PROPOSED CHANGES RELATIVE TO PREVIOUS DESIGN PACKAGE SUBMITTALS CN-1764 Manometer.& Barometer Replacement / Relocation

- b-21 transmitted by letter (P-86407)

Warembourg to Berkow, dated June 16, 1986, listed a disposition for the Manometer discrapancies as

' Relocate, Rescale & Relabel' by CN-1881.

CN-1764 has been assigned to install (relocate) a new Manometer and Barometer on the East wall of the Control Room.

This new equipment purchase will address the scaling (rescale) issues cited by HED-0802.

Proper labeling will be provided by CN-1764.

There were no review questions addressed to the disposition of HEO-0802.

CN-2109 was originally assigned to implement the de-CN-2109 sign intent of Attachment 6b-26, submitted by letter, (P-86505) Warembourg to Berkow, dated August 18, 1986.

The new basis of this change notice will accomplish 28 alarm deletions and/or minor modifications in support of a black board concept.

These activities address items 5 & 6 of Attachment 6b-12 transmitted by letter (P-86088) Warembourg to Berkow, dated March 18, 1986, which were originally assigned to CN-1880.

A subsequent reissue of CN-2109 will address the issues described by Attachment 6b-26.

CN-2109 will delete alarm FAHL-4671 (HED-340) which was addressed by PSC's response [ Letter (P-87357),

Warembourg to Calvo, October 20,1987] to Science Applications International Corporation (SAIC) review comments.

This alarm deletion is :ensistent with PSC's explanation and the disposition of HED-0340.

CN-1895 This CN will address minor component & labeling changes described by Attachment 6b-18, transmitted by letter (P-86366) Warembourg to Ber(ow, dated May 16, 1986, with the following exception:

Labeling of the "No fail" lights (HED 364) will be done in conjunction with the work on Control Board I-13 and Instrument Rack I-14.

This is a

-consistency consideration, since a similar problem exists on these two structures.

There were several review questions relative to the disposition of HED's generated on Instrument Rack 1-9310.

Generally, these questions were directed toward PSC's intent to not address vertical positioning, labeling and meter scaling problems on electronic modules not reautred by control room operators in plant operations.

PSC's responses on page 73 & 92 of the Attachment to letter (P-87357),

Warembourg to Calvo, dated October 20,

1987, provides an explanation and PSC's justification for not taking add'tional action.

The intent of CN-1895 is consistent with PSC's design-package -submittal and PSC's response to the technical reviewers questions.

CN-1878 This change makes structural modifications to I-09 in order to accommodate the relocation of various recorders.

This change will-implement the design intent of Attachment 6b-7 of letter (P-85454),

Warembourg to Berkow dated December 3,

1985, with the exception that TR-2227 and.TR-2255 will be temporarily locateo on the West end of I-09 pending installation of the Steam Generator / Core Graphics display on I-04. The Steam Generator / Core Graphics

display, once operational will display the information currently provided by

.TR-2227 and TR-2255 in a more directly useable form. Until the Steam Generator / Core Graphics installation is complated, TR-2227 and TR-2255 will be maintained in this more accessible interim location.

There are six (6) HED's to be resolved or partially resolved by CN-1878 which were addressed by PSC's response [ Letter (P-86528), Warembourg to Berkow, dated August 19,1986], to SAIC review comments.

Four (4) of these HED's will be partially resolved as follows:

HED-653 - NR-1133-2 will be relocated to I-09 and rescaled in accordance with PSC's response i

'P-88066 Page 3 of 4 HED-654 - TR-4637 & TR-4638 will be relocated.to I-09 and the chart ' paper' rescaled in accordance with PSC's response to items 8 and 9, pages 22 and 24 respectively.

HED-655 - TR-4637 & TR-4638 will be relocated to I-09 and the chart paper rescaled in accordance with PSC's response to items 8 and 9, pages 22 and 24 respectively.

HED-764 - TR-2232 and FR-2222 will be relocated to I-09 in accordance with PSC's response to item 12, page 29.

TR-2227 and TR-2255 will be temporary located on the West end of I-09 until the Steam Generator Temperature and Flow display.is available on I-04.

The remaining two (2) HED's will be completely resolved as follows:

HED-695 - TR-4637 and TR-4638 will be relocated to I-09 and the chart paper will be rescaled in accordance with PSC's response to item 11, page 28.

HED-786 - TR-2321 will be relocated to the refueling floor and TR-2322 will be relocated to I-09 in accordance with PSC's response to item 13, page 30.

CN-1395 This CN was reserved to provide for the installation of the SPDS monitor and the required control switches.

This CN was not part of a CRDR Submittal (The general intent was included as part of the SPDS Program Plan submittal.)

The location originally selected for the SPDS monitor was above the vertical board section of Main Control Board I-04.

This original location would have resulted in a minimal reconfiguring of I-04.

Warembourg to Berkow, dated December 3, 1985, shows the proposed I-04 configuration without -respect to the SPOS monitor positioning. A subsequent review of the required viewing distances, graphics software availability, and the resolution of available Cathode Ray Tubes, dictated a different (lower) elevation for this monitor.

A simultaneous evaluation of the existing I-04 core graphics panel showed that the addition of a Core Graphics display to the proposed Steam Generator Temperature & Flow Display monitor would provide the operator with the required information in a more useable form than the existing display.

PSC's response to the SAIC comment on HED-0656 tran-smitted by letter (P-87357) Warembourg to Calvo, dated October 20, 1987, provided a description of this display.

The implementation of CN-1395 will provide for eliminating certain existing digital indicators, and locating the SPOS monitor in the upper vertical section of I-04, CN-1887 (scheduled for later implementation) proposes to further reconfigure I-04 by placing the Steam Generator / Core Graphics display in the location occupied by the existing Core Graphics panel.

There were no questions or requests for additional information (letter G-86316, Heitner to Walker, dated June 13, 1986), made on the I-04 design submittal.
