Weekly Information Summary Week Ending November 10, 1978 Big Rock Point A Consumers Power Co. representative reported to NRC on Nov. 3,1978, that Emergency Core Cooling calculations may not have considered continuous con-tainment ventilation conservatively.
Therefore, CPCo. is re-evaluating the effect of LOCA's on containment integrity.
Brunswick 1 and 2 Carolina Power & Light informed NRC that the vacuum breaker lines between the reactor building and the suppression chamber do not meet the criteria in 10 CFR 50 Appendix A.
A leak rate test of each check valve is proposed in the interim while design changes are prepared and implemented.

Effect of Ionizing Radiation Exposure Dr. Rosalie Bertell, from the Roswell Park Memorial Institute, accompanied by Robert Alvarez, from the Environmental Policy Institute, met with NRC staff to discuss some of her current epidemiological analyses and hypotheses related to health effects from exposure to low-level ionizing radiation.
She also clarified some specific points of her current petition being evaluated by the staff.

Description - The contractor shall first define alternative organizational roles and institutional arrangements in LLW Management. Next, a method to evaluate alternative arrangements, and conduct workshops for the purpose of reviewing and inputting into the ongoing work. When the NRC selects the arrangement to be considered in detail, the contractor shall conduct an analys.is to identify actions and procedures which the NRC and other organizations will be required to take to execute the designated arrangements.

Streams from Nuclear Power Reactors Description - The objective of this effort will be to obtain sufficient information from field surveys to characterize the currently employed practices and procedures for the monitoring of radioactivity in liquid and gaseous effluent systems from operating light-water-cooled nuclear power plants during normal and accident conditions. Week ending November 9,1978 DIRECT INPUT TO NTIS The DOE Technical Information Center (DOE / TIC) at Oak Ridge has in the past been responsible for transmitting to the National Technical Information Service (NTIS) all reports on NRC-sponsored research accomplished by DOE prime contractors under the NRC/ DOE interagency agreement.
With the incorporation of ERDA into DOE, there has been a substantial increase in the DOE / TIC workload, with a resultant pileup of NRC documents.
DOE has, accordingly, agreed to allow NRC to input those documents directly to NTIS at the time they are distrib-uted by NRC.
This should significantly decrease the delay in availability at NTIS of a substantial portion of NRC's research information.

Big Rock Point A Consumers Power Company representative reported to NRC on November' 3, 1978, that documented Emergency Core Cooling calculations may not have consicered continuous containment ventilation conservatively.
CPCo believes there is a possibility of small coolant system breaks (50-100 lbs/sec) causing containment temperatures to exceed 100*F without causing reactor scram on containment high pressure signal.
If containment temperature is in excess of 100*F (assumed in the LOCA analysis) when a LOCA occurs (DBA or one requiring automatic depressurization), the calculated containment temperatures might exceed the design value of 235'F.
Region III I&E has been notified by CPCo.
Also, CPCo has already reduced temperature and humidity level alarm setpoints as much as possible without. causing false alarms and established written procedures that require manual isolation of the ventilation system upon a temperature or humidity alarm signal until the condition is analyzed and corrected.
Other measures are also being considered.
CPCo is in the process of re-evaluating the effect of LOCAs on containment integrity.
Based on the information available, it is our judgment that l
the lower containment temperature and humidity alarm settings and isolation l
of the manual containment ventilation will provide adequate assurance in the interim prior to completion < f the CPCo review, that containment design parameters will not be r xctJ ed in the event of a LOCA.
d CPCo will submit their evaluation fo our review.
Brunswick 1 and 2 Carolina Power and Light informed IE Region II on November 1,1978, that the vacuum breaker lines between the reactor building and the suppression chamber do not meet 10 CFR 50 Appendix A Criterion 54 and Criterion 56 for Brunswick Units Nos.1 and 2.
Each plant has two 100% capacity (20 inch) lines connecting the suppression chamber to the reactor building.
Each line contains one normally closed check valve and one manually operated butterfly valve which is normally open.
CP&L has proposed a type C leak rate test of each check valve to demonstrate continued capability to perform the containment isolation function in the interim period while a design change is prepared and implemented.
IE Region II is reviewing the proposed test program for adequacy.

CP&L met with the staff in Bethesda on Monday, November 6,1978, to discuss a Technical Specification change request dated November 3, 1978 that would allow closing the normally open butterfly valves to provide conformance to-General Design Criteria.
As a result of this meeting and a telephone call on November 7,1978, CP&L supplemented the original request for a change to the technical specifications for Brunswick Units 1 and 2 by letter dated November 8,1978, to allow closing the butterfly valves until permanent corrective action can be taken.
The Commission issued a change to the Technical Specifications for Brunswick Units 1 and 2 on November 8,1978 requiring the butterfly valves to be normally closed and only opened when plant conditions are such that a negative pressure in the primary containment may develop.
Millstone Unit 2 By letter dated November 1,1978, Northeast Nuclear Energy Company (NNECo) informed us of their intention to apply for a power level increase from 2560 MWt to 2700 MWt for Millstone 2, the FSAR design maximum power level.
The licensee's plan is to increase power following the startup from the next refueling outage now scheduled for May 1,1978.
Vermont Yankee Vermont Yankee went critical at 0812 on November 1,1978 to conclude an unscneduled outage which began October 23, 1978 to perform turbine bearing repairs.
Zion Units 1 and 2 The ASLB for the Zion Station spent fuel pool modification has issued an Order for Special Prehearing Conference to be held in Waukegan, Illinois on November 20-22, 1978 for the purpose of hearing oral argument of the parties and to receive oral or written statements by way of limited appearance by members of the public.

j Fort St.-Vrain A Fort St. Vrain public meeting was held in Denver on Nove'mber 3 and 4. -Eleven members of the public attended the Friday night session' and 4 attended the Saturday session.
There was press coverage throughout the' meeting.
From the technical point of view, the meeting was successful.
The October 6 fluctuation data were discussed along with a possible fix.
Several clarifying points were made relating to the NRC questions on the accident analysis. Additional questions were asked and discussed relating to the licensee's request to increase authorized power level from 70% to 100%.
NASAP Status Review Meetino Drs. Speis, Meyer and Long of DPM attended a NASAP review and.
briefing meeting at Windsor, Connecticut with Combustion Engineering work on the Heavy Water Reactor (CANDU)g dealt pr.imarily with CE's and representatives of D0E.
The meetin concept and, to some extent, will PWR optimization studies.
NRC staff's preliminar.y comments on licensing issues and problems associated with HWR's were discussed.
It is presently estimated that DOE will provide the completed PSID describing the Heavy Water Reactnr by the end of November.

OFFICF OF STANDARDS DEVELOPMENT-i IMPORTANT EVENTS FOR THE WEEK ENDING NOVEMBER 10, 1978 l.
On November 7,1978~ Karl Goller (SD), Craig Roberts (SD) and Regis Boyle (NMSS)_ briefed members of the AIF Waste Management and Radiation Protection Committees on the plans, schedule and status of _ NRC's high level waste repository activities.
The briefing was requested by AIF.
AIF has had a similar meeting with EPA on October 24, 1978.
The'bri' fing included a discussion of the general statement of policy e
on licensing procedures for geologic repositories recently authorized to be published for comment by the Commission, the status and scheduling of the staff effort on drafting a licensing rule (Proposed 10 CFR Part 60) and the NRC staff interaction with EPA and DOE on.their forthcoming high level waste criteria and detailed standard.
The AIF's principal' interest was stated as being the timely solution of the radioactive waste disposal problem, which is dependent on actions by three Federal agencies -- DOE, EPA and NRC. The AIF group was specifically interested in the time and requirements to allow initiation of the digging of a shaft for a repository.
j The group seemed to be in general agreement with the approach being taken by the NRC but did observe that coordination and communication among the three agencies could be improved.

Sister Bertell utilized specific analyses of the Tri-State Leukemia Study
' data to develop a mathematical model describing a radiation correction l
factor applied to the chronological age to yield increased leukemia l
risk following radiation exposure.
She also discussed the possibility that certain' diseases and pathological conditions, which.in the.Tri-State data appear to be. associated with leukemia, could be used to predict an enhanced susceptibility to radiation induced cancer.

, She. criticized regulatory agencies, in their standard setting, for concentrating on gross somatic and genetic health effects to the exclusion of more subtle genetic effects which may lead to broad undermining of human health.
She expressed concern that this could

lead to far-reaching health consequences in the future.
She also recommended that a national health data collection capability be established to facilitate further investigation of subtle health effects.
The possibility of Dr. Berte11 providing consulting services to SD

to support the NRC-EPA effort to conduct a planning / feasibility. study for epidemiology research into low-level radiation health effects was also discussed.

Following the joint NRC/ EPA meeting on November 1 regarding feasibility planning studies on certain epidemiological studies of the health effects of low-level ionizing radiation (as directed by the Congress), HEW has advised SD staff by telephone that Secretary Califano has approved, in a
principle, the cooperation and participation of his agency in the effort as their input may be required by NRC/ EPA.
Tentative arrangements have been made at the staff level for the participation of a senior level epidemiologist from the HEW's Bureau of Radiological Health (a bureau-with regulatory functions) in the NRC-EPA scientific review group being considered to oversee the study.

Following the Commission briefing on November 2,1978, on the HEW interagency study of health effects of ionizing radiation, SD staff extended to Mr. Peter Libassi, HEW, the Commission's invitation to brief the Commission on the study effort.
Mr. Libassi accepted and said that the briefing should be scheduled when the final sumary report is more fully developed.
He expects this to be in early December.
He will be in touch with us later in November; he is mindful of the need to allow at least two weeks notice for scheduling.
He was pleased at the invitation and is looking forward to receiving J.
Commission advice and input.
o Althoguh the summary report is in a preliminary stage at the moment, Mr. Libassi noted his awareness of the major contribution to total population dose that comes from medical applications and said that the summary will highlight this as the area where most emphasis is needed.

The Transportation and Product Standards Branch (TPSB), Standards Development, by contract with Sandia has established a computer program to provide.information on radioactive material shipments in and out of any specific area in the U.S. based on data collected in the survey Battelle performed for NRC in 1975. This program has been used to provide information on shipments of radioactive materials into, out of and through, several specific areas including New York City, California, Colorado and Chicago, to certain federal, State and local agencies.
We received in the past few days requests for -
shipment information through specific areas from two private organizations - the Potomac Alliance (for Virginia, District.of Columbia, Maryland and South Carolina))and the Minnesota.Public Inte' est Research Group (for Minnesota. We plan to honor their r
requests.
The contract costs of a search varies from $50 to $500, usually about $100.
In addition, each request involves one or two man-days by TPSB personnel to verify the results and prepare the response.

0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending November 10, 1978 Visit to Kerr-McGee, Cimarron, Oklahoma Division of Safeguards representatives visited the Kerr-McGee plutonium facility at Cimarron, Oklahoma, to discuss proposed changes to their physical protection and material control and accounting plans associated with the initiation of clean-out operations.
STAR Group Meeting The STAR Group met on November 2, 1978, to review eight safeguards contractual projects prepared by Standards Development. The Group recommended approval of projects on " Dynamic Calibration for NDA Assay of U," " Preparation of Working Reference Materials," " Handbook of SG Measurement Methods," " Controllable Unit Accounting," " Vehicle Access and
{
Search," and " Remote Response Mechanisms." The Group recommended deferral of projects on "MC&A Methodology for SNM," and " Security Lighting" pending further evaluation and definition.
INFCE Safeguards Crosscut Group A Division of Safeguards representative attended a meeting of this inter-agency group on November 2 at D0E. As a result of a detailed review of the latest draft of a paper on safeguarding reprocessing, conversion and fuel fabrication facilities, recommendations were made for providing additional technical information on proposed advanced safeguard systems.
NRC/D0E Meeting on NASAP On November 2, a member of the Division of Safeguards net with representatives of DOE, ACDA, and the Brookhaven National Laboratory to discuss ongoing safeguards activities in support of the NASAP.
NRC/D0E interaction in terms of objectives, approach, and proposed schedule for exchange of NASAP documents and assessments were reviewed.
Draft Staff Statement on the Lewis Committee Report A Fuel Cycle Division staff member participated in the preparation and review of the draft staff position statement on the findings of the Lewis Committee Report.
A Conmission meeting will be scheduled to review the staff statement and letters from the Union of Concerned Scientists relative to this matter.

INFCE W.G. 4 Mr. Homer Lowenberg attended a meeting at the State Department in preparation for the scheduled meeting in Vienna of the international delegations of Working Groups 4A and 4B. Draft papers prepared by the U.K. Secretariat on Economic and Environnental Assessments were received for review and comment.
Staff members reviewed a document prepared by the Technical Secretariat of Working Group 4A relative to Environmental Assessment of Reference Reprocessing Plant. This paper briefly discusses the position of the ICRP and other international bodies in setting basic standards for radiological protection and reviews published information on the radiation exposure, expected from a base case reprocessing plant under the categories "occ'upational exposure" and " exposure of the general public."
Comments on Scope and Contents-of Table S-3 The staff is analyzing the recommendations of" the current S-3 Hearing Board and concluding statements of participants in the proceeding.
In addition, the staff is analyzing the nine substantive public comments received in response to the _ Federal Register notice (43 FR 39801) inviting suggestions as to the scope and content of the updated Table S-3.
Impacts of the Coal Fuel Cycle A staff member attended a committee review of the detailed work plan which will be used by the contractor, Teknekron, Inc., in evaluation of the environmental impacts of the coal fuel cycle.

of Containment Spray - On November 3,1978, while the reactor was in a cold shutdown, an estimated 1100 gallon; of reactor coolant water was inadvertently sprayed into the containment through the containment spray system (CS).
The reactor has been shut down since October 27,1978 for steam generator inspection and other maintenance activities.
The incident occurred during return of the CS system to service following valve maintenance. Thirty workers in containment received some low-level contamination and were decontaminated by taking showers.
The licensee issued a news release and has completed cleanup.
Release evaluated to be less than 1% of the Technical Specification limits.

Radioactive Material in Private Dump - Following receipt of information from a member of the public, inspectors from Region I (Philadelphia) have conducted radiation surveys of a dump on privately owned land in Norton, Massachusetts.
Localized radiation levels up to 20 millirad per hour have been found, although most areas are lower.
A meeting will be held November 9,1978'among Region I and officials of the Town of Norton and the Commonwealth of Massachusetts to inform them of the findings to date. A press release is planned at that time.

PNO-78-191 North Anna Units 1 and 2; Surry Units 1 and 2 -
Weekend Demonstration Against VEPC0 - The Virginia Sunshine Alliance plans a caravan demonstration against Virginia Electric and Power Company on November 11-12, 1978.
The caravan will start Saturday at the Surry Station.
A truck carrying a mockup of a radioactive waste container will travel to Richmond, Virginia, where the group plans to stage a mock
" Transport Accident"at VEPC0 Headquarters. Saturday afternoon.
Sunday the group will proceed to the North Anna Station to arrive in the early afternoon.
VEPC0 has notified state and local officials and plans to increase security at both plant sites.

PNS-78-53 Comanche Peak Electric Station Uni U 1 and 2 -
Bomb Threat - Personnel at Comanche Peak (60 percent complete) received a bomb threat by telephone on November 3,1978. The licensee evacuated the Unit 1 area for a search and no bomb was found.

' Unplanned Release - An unplanned release of radioactive gases, mostly Xenon-133, occurred on November 2 as the result of a spill of three gallons of radioactive liquid apparently the result of a diaphragm failure in the gas stripper associated with the boron recovery system.
One worker was slightly contaminated but was.promptly decontaminated by taking a
- shower.
The gaseous release was estimated to be approximately 1% of Technical Specification limits.
The licensee issued a news release.
Cleanup has been completed.

PNO-78-187 Mallinckrodt Nuclear, St. Louis, Missouri - Lost Iodine 131 Shipment - The licensee reported that a shipment containing ten sodium iodide-131 diagnostic caosules of 100 microcuries. each, shipped to'St. Mary's Hospital in Tucson, Arizona had not been received on October 26.
The licensee has put a tracer on the package through carriers of the shipment.
Region III (Chicago) is following the tracer effort.

PNO-78-188 Hospital Center at Orange, Orange, New Jersey -
Misadministration of Selenium On November 2,1978, an inspection at New England Nuclear (NEN) revealed two cases where 250 microcuries of reagent grade selenium-75 as, selenious acid was shipped to two hosptials.
Contact was made with one hospital in Michigan by Region III (Chicago) and it was determined that the reagent grade selenious acid had not been administered to humans.
A special inspection by Region I (Philadelphia) at the Hospi,tal Center at Orange revealed that the selenious acid was administered to a patient who was scheduled to receive seleRium niethionine j
for a pancreas scan.
An NRC medical cons,Ultant indicated that the resultant dose to the liver would nob exceed that i
received during a normal scan..The Hospital Center l
management is initiating procedures to prevent further misadministrations.

PNS-78-54 Oconee' Nuclear Station Units 1 and 2 - Media
' Interest in Allegations --Region II (Atlanta) is conducting an investigation at the Duke Power. Company Oconee site as a result.of guard allegations regarding security guard training.
A brief statement was released by a Greenville South Carolina television station to the effect that security-at the plant is under investigation by the NRC.
- Also, two local newspapers have shown interest.
Continued media interest-during the course of the investigation is expected.

IE ' Circular 78-18, "UL Fire, Test,".was issued November 6,.1978, to. all power reactor facilities with an operating license or a 4
construction permit.
The circular deals with a fire test of a full-scale vertical cable tray array conducted at the Underwriters Laboratory near Chicago, Illinois.
The purpose of the test was to demonstrate the effectiveness of area sprinklers and cable tray ' fire barriers constructed of ceramic fiber blankets in preventing damage to cables as a result of an exposure to a flammable liquid fire.
The test resulted in damage to some electrical cables.
The circulars was issued for information only and no specific action was requested.

0FFICE OF THE EXECUTIVE LEGAL DIRECTOR ITEMS OF INTEREST FOR THE WEEK ENDING NOVEMBER 10, 1978 Diablo Canyon, Units -1 and 2 On November 3, the Licensing Board issued an Order, on reconsideration, which denied Intervenor's petition to establish David D. Comey as a qualified expert to review the facility's security plan. The Appeal Beard had vacated the Licensing Board's prior order to this effect, finding that the Licensing Board's reasons for its decision were not adequately articulated.
Midland Plant, Units 1 and 2 On November 6, the Commission issued an Order remanding to the Licensing Board the issue of Applicant's conduct relating to an alleged attempt to prevent full disclosure of facts relating to Dow Chemical' Corporation's contract with the Applicant for process steam.
Also remaining to be considered by the Licensing Board is the radon issue, using the Perkins record"under the procedure set forth in ALAB-480.
Phipps rend Nuclear Plant, Units 1 and 2 On November 9, the Appeal Board issued an Order confirming NRC's respons-ibility to independently evaluate environmental impacts of TVA's proposed nuclear projects. TVA's arguments that its status as an independent federal agency precluded NRC's imposition of environmental license conditions were rejected.

. EXPORT / IMPORT AND INTERNATIONAL SAFEGUARDS Action Plan Ken Cohen of IP and R. Burnett and G. Page of NMSS attended a meeting of the interagency group developing the action plan to upgrade international safeguards at the State Department on November 8.
Representatives from NMSS, ACDA, State and DOE continued with the review of draft work plans.
The next meeting is scheduled for December 18.
A briefing of the Commission on the ation plan is scheduled for November 20.
Deuterium General License IP is drafting a proposed amendment to NRC's export regulations which would increase the amnount of deuterium authorized for export under general license.
The current general license cut-off of 100 liters of deuterium gas is too low to permit the export of minor quantities of deuterated chemicals in widespread non-nuclear commercial useage.

y MONTANA-Initiative #80 empowers Montana voters to approve or reject any proposed nuclear power facility certified under the Montana Major Facility Siting Act.
The Board can only certify if it meets safety and liability standards specified in the initiative.
OREGON-Initiative Measure #10 prohibits public utilities from charging customers rates based on a rate base which included the cost, including construction or acquisition cost, of real or personal properties not presently used to provide utility service to the customer.
