In response to your letter of October 16, 1978 on.the above subject Public Service Company of Oklahoma , commits to'mo'dify the design of the VHS cooling towers to provide tornado missile protection to the fans and discharge nozzles.

The missile spectrum to which the towers will be designed is covered in PSAR Section 3.5.3.1.

This design modification requires a' change in PSAR Se~ctions 1.9 and 9.2. In the next PSAR amendment Section 1.9, Page 1.9-22 stating the position on Regulatory Guide 1.1.17 will be changed to read as fo110ws: ,

tected against the effects of tornados are protected by'being housed in CategoryyI. structures. The exception to this protection is the off-gas system which is located in the Turbine Building. For this system, PS0 ,

-has adopted the GE position that the release of radioactivity as a result of damage to the system by a tornado or tornado-generated missiles will not exceed 10CFR100 guidelines.

The above change to Section 1.9 and appropriate changes to Section 9.2 will be submitted in Amendment 13 to the BFS PSAR,before issuance of the BFS Construction Permits.
