Trojan: License Change Application (LCA) 154 (TAC No. 66096) 4 By letter dated August 6, 1987 as revised December 16, 1987, Portland General Electric Company (PGE) requested a revision to the Trojan Technical Specification (TS) to correct the Basis Section to TS 3/4.4.6.2.
Bases to the Technical Specifications are not considered to be part of the Technical Specifications. As such, request for NRC approval of proposed re-visions to the Bases which do not necessitate changes to the Technical Specifica-tions need not be submitted as an uendment to the Facility Operating License.
We have nevertheless reviewed your submittals and conclude that the proposed Basis regarding Pressure Boundary Leakage and the added requirement that the unit be brought to Cold Shutdown following the occurrence of Pressure Boundary Leakage are consistent with that of Westinghouse Standard Technical Specifi-cations (W-STS) and resolves an editorial inconsistency between B 3/4.4.6.2 and the definition of Pressure Boundary Leakage as defined in TS Section 1.16. Therefore,'we find the proposed Basis to be acceptable; your request for revision is granted.
