By letter dated June 20, 1996, the Nebraska Public Power District (NPPD) i submitted Amendment 4.1 to the second. ten-year interval. inservice inspection program for the Cooper Nuclear Station. Amendment.4'.1 included Revision 2 to i

Request for Relief RI-06, and four new relief requests: Requests for Relief l

RI-20, RI-21, RI-22, and RI-23. By letter dated December 31, 1996, NPPD l

provided additional information in response.to a request from the Nuclear i

Regulatory Commission (NRC) staff, dated October 24, 1996.

l The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the information provided by NPPD. The staff's evaluation and conclusions are-i contained in Enclosure 1. is the INEL Technical Letter Report.

j In summary, the staff concludes that the relief granted for Request for Relief 4

RI-06'is continued for Request for Relief RI-06, Revision 2, and that relief is also granted for Raquests for Relief RI-20,' RI-21, and RI-22, pursuant to l

10.CFR50.55a(g)(6)(1).. NPPD withdrew Request for Relief RI-23 in its letter dated December 31, 1996; therefore, the request was not evaluated by the staff.

This completes the NRC staff review of the subject relief requests and closes TAC No. M95833.
