Dear Mr. Horn:

By letter dated June 20, 1996, the Nebraska Public Power District (NPPD) submitted Amendment 4.1 to the Second 10-Year Interval Inservice Inspection (ISI) Program for the Cooper Nucle:r Station (CNS). Amendment 4.1 contains one revised and four new requests for relief from the ASME Code Section XI requirements for NRC review and approval, in accordance with the requirements of 10 CFR 50.55a. The need for these relief requests was identified during

the refueling outage ending December 30, 1995, the last refueling outage in the second interval.

4 The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated the information i provided in the above submittal. Based upon that review, the staff will require additional information in order to complete its review of the relief requests associated with Amendment 4.1 to the Second 10-year Interval ISI 4

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated the information provided in the above submittal. Based upon that review, the staff requires the additional information discussed below, in order to complete its review of the relief requests associated with Amendment 4.1 to the second 10-year interval ISI program for CNS.

1. Scoce/ Status of Review Throughout the service life of a water-cooled nuclear power facility, 10 CFR 50.55a(g)(4) requires that components (including supports) that are classified as American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Class 1, Class 2, and Class 3 meet the requirements, except design and access provisions and preservice examination requirements, set forth in ASME Code Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components", to the extent practical within the limitations of design, geometry, and materials of construction of the components. This section of the regulations also requires that inservice examinations of components and system pressure tests conducted during the successive 120-month inspection interval comply with the requirements in the latest edition and addenda of the Code incorporated by reference in 10 CFR 50.55a(b) on the date 12 months prior to the start of a successive 120-month interval, subject to the limitations and modifications listed therein. I The licensee, Nebraska Public Power District, has prepared the Cooper l Nuclear Station, Second 10-Year Interval ISI Program Plan to meet the l requirements of the 1980 Edition of Section XI of the ASME Code with the 1981 Addenda.

j i As required by 10 CFR 50.55a(g)(5), if the licensee determines that 4

certain Code examination requirements are impractical and requests i relief, the licensee shall submit information to the Nuclear Regulatory Commission (NRC) to support that determination.

4 The staff has reviewed the information in the Cooper Nuclear Station, Second 10-Year interval ISI Program Plan, Amendment 4.1, submitted by letter dated June 20, 1996, and the requests for relief from the ASME l Code Section XI requirements that the licensee has determined to be impractical.

2. Additional Information Reauired

) Based on the above review, the staff has concluded that additional

! information and/or clarification is required to complete the review of i

the ISI Program Plan Amendment.

j 1. In the amended second 10-year interval ISI program plan, the I i Nebraska Public Power District (NPPD) provided an adjusted weld i i examination list. From this list, it is not apparent what l adjustments have been made. Provide a summary of adjustments and 1 the basis for the changes. It should be noted that examinations j

! performed during successive intervals should be performed on the  !

l same examination areas. Verify that the successive examination l l requirements of the Code (IWB-2420 and IWC-2420) have been l satisfied.

2. Relief Request Number RI-06, Revision 2, appears to be an end of interval relief request for reactor pressure vessel weld

! examinations. It is unclear whether the information provided is l based on actual examinations performed in accordance with Code

requirements. If so, NPPD aust submit information on the percentage 1 of coverage obtained for each weld, discuss the limiting factors, i and provide a basis for the acceptability for the coverages 1 obtained. Discuss the approach used to maximize coverage of the

. Code-required examination volume (outside and inside vessel l examinations).

) 3. In Request for Relief RI-21, Rev. 0, NPPD included the Control Rod Drive Return Nozzle Inner Radius. However, the basis only discusses l limitations associated with nozzle-to-shell welds. Provide i clarification for the subject request for relief relative to inner l

radius examinations performed on the subject nozzles. Discuss the percent of coverage for the CRD nozzle inner radius and the limiting i factors.

4. For Request for Relief RI-23, NPPD has requested relief from Code examination requirements associated with three RCIC welds in the 4

Torus. Provide the basis for the code classification of the subject welds on the strainer, when the subject welds are within the torus.
