Gentlemen:

SUBJECT: HRC INSPECTION REPORT NOS. 50-413/88-03 AND 50-414/88-03

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. M. Sartor on February 17-21, 1988. The inspection included a review of

activities authorized for your Catawba facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures '

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

Your attention is directed to resolution of the exercise weaknesses identified

in Paragraphs 5, 8, 9, 10, 11 of the enclosed report. Although the licensee's

actions during the exercise were found to be adequate to protect the health and

safety of the public, sufficient concerns were identified to require early

demonstration of corrective actions in some areas. These areas and corrective

actions were discussed and agreed to via an oral commitment from licensee j

representatives following the exit interview. The corrective actions were

slightly modified on February 29, 1988, per a telephone conversation with

Mr. Sartor and Messrs. R. E. Harris and W. B. McRee of your organization. The ,

corrective actions are summarized in the Results paragraph of the enclosed I

inspection report. If your understanding of this comitment differs from the i

report statements, please inform this office promptly. Although early l

corrective actions are required, it is recognized that your challenging

scenario for this exercise was highly effective in revealing problem areas.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
