DPAFT PAPER ON NRC ORGANIZATION OPTIONS FOR EMERGENCY PREPAREDNESS I would like to add another comment on this draf t paper in addition to nose I made in my memorandum of November 8.
It has to do with the National Emergen:y Preparedness Program for which this office is responsible.

This activity deals basically with the preparaticr. of the acency to carry out its essential functions during national emergen:y situations, including a nuclear attack on the U.S.,
and to assist in assuring that the national government continues to operate in an effective way.
We rely mainly on the major program offices and to a issser extent Or. the othee offices to provide personnel, substance, and scopert for t.kis program.
The Incident Response Program, related to radicincical e ergencies and safeguards contingencies, has applicability
- the National Emergency Preparedness Program.
