CRYSTAL RIVER P PERIOD ADJUSTMENT The purpose of this memorandum is to request your concurrence in adjusting the StiP period for the Crystal River facility, so that it will end six months after the restart of the unit. Management Directive 8.6 states that:

"SALP frequency and the scope of the assessment may be adjusted for plants in extended shutdowns, extended outages, or decommissioning. In each case, the RA shall confer with the Director, NRR, and document the basis for the change." {

An asse'ssment of licensee performance between November 1996 and the restart of the unit will be developed to provide a basis for closure of the Confirmatory Action Letter and NRC agreement that the facility is ready to restart. During this time seriod, oversight of the inspection planning and scheduling for the site will )e accom)lished by the Crystal River Restart Panel which meets approximately mont11y. The NRC staff has developed a checklist of items which must be completed prior to restart. The MC 0350 restart meetings with the 4

licensee are open for public observation, but not participation. The public is invited to observe the discussion of status of items on the restart list, new items that are to be added to the list, or items that are related to restart. These items encompass all functional areas that are normally covered l by the SALP process. Along with the restart meetings with the licensee NRC Senior Management is kept informed with intermediate assessments in the form of Senior Management Meeting full discussion papers.
