FEBRUARY 2A, 1988 EVENT AT CRYSTAL RIVER UNIT 3 Because the subject transient occurred so close to the completion of the R&W Reassessment, ve believe it is important that we fully understand the event, plant design, and plant operations as they could reflect on the reassessment ennelusions.

In order to assist us in reaching such understanding in a timely manner, we would appreciate your providing answers to the following questions by March 25, 1988, either in writing or at a meeting at White Flint.

1.

Explain ICS control of NFW between 0% and 100% power. Specifically.

(a) MFW pump speed control vs. MFWS valve delta P control vs. OTSG 1evel control of MFW flows (b) when the different MFWS flow paths are used; (c) typical transfer points between flow paths and control modes; and (d) the interlock between the MFW block valves and cross-tie valves, and its basis.

Is turbine trip on rea: tor trip safety related? Why/Why not?

3.

Would installation of diverse turbine trip circuitry required by the ATWS Rule (10 CFR 50.62) have provided turbine trip given failure of trip solenoid?

4.

Is the existing MFW flow control scheme, including flev raths, the original installed design? If not, describe the original design and the reason (sP for the design change.

5.

Provide P&lDs for the main feedwater system and ICS system schematics.

6.

During the event, autotatic trip of the turbire on reactor trio did not occur. Discuss how the plant would have responded if the operator had not taken prompt action to effectively isolate this turbine.
