i DIRECTOR'S HIGHLIGHI1i DIVISION OF REACTOR PROJECTSI/II March 12,1997 INDIAN POIPrr3 FuelHandhng Suspended On February 27,1997,Indien Point Unit 3 began fuel receipt and handling in preparation for their sche &iled May 17,1997 On March 5,1997, they suspended fuel handling operatjons when NRR and Re;; ion 1 determined that they neithermet i the requirements of 10 CFR 70.24. Licensees are required by 10 CFR 70.24 to mamtain criticality monitors in all are l behandlId. Indian P: int Unit 3 had previously been exempted from the requirements of 10 CFR 70.24 under the special nuclear materials was in efrect during the construction phase; however, this exemption was never specifically carried over to the ope the licensee believed that the exemption from 10 CFR 70.24 remained valid, they submitted a new request for exe c!::ity. Since the licensee believed that the exemption remained valid, they believed that fuel handling operations could c ! On March 5,1997 NRR and Region 1 determined that Indian Point Unit 3 was not exempt from the requirements o r i the licensee was informed that there wu no valid exemption in place, they suspended fuel handling operations. l the Calvert Cliffs facility exemption request, which is similar to that for Indian Foint Unit 3, has been under staff review s the Cdvert Cliffs exemption was recently rejected by NMSS. 'Ihe management of NMSS has requested that no exemption from the requiremerts of 10 CPR 70.24 be granted until a set of criteria for granting such exemptions have been approved.
