January 12, 1988 Docket No. 50-346 Serial No. 08-88-002 Mr. Donald C. Shelton Vice President, Nuclear Toledo Edison Company Edison Plaza - Stop 712 300 Madison Avenue Toledo, Ohio 43652

Dear Mr. Shelton:

SUBJECT:

GENERIC LETTER 83-28, ITEM 2.1; (PART 1) SAFETY EVALUATION AND (PART 2) RAI (TAC 52831)

We have completed our review of Toledo Edison Company's submittals related to Generic Letter 83-28, Item 2.1 (Part 1), and we find your responses to the information requested to be acceptable.

The enclosed Safety Evaluation documents the results of our review.

Therefore, we consider Item 2.1.1 to be completed.

Please provide the date that you consider that the program described in your response to this item was implemented. This information will be used in the Commission's Safety Information H3nagement System (SIMS).

Please provide your response not later than February 13, 1988.

To complete our review of Part 2 to Item 2.1, additional information to supplement your responses of November 7, 1983, December 9, 1983, February 10, 1984, December 21, 1984, January 18, 1985, and June 10, 1985, is required with respect to the Vendor Interface Program.

To account for the fact that the majority of the reactor trip system components are supplied as part of the NSSS and would be covered by an existing interface program with the NSSS vendor, the revised staff review guidelines for this item require that licensees' responses include a brlef description of the interface program between the licensee and the NSSS vendor.
