APPLICATION FOR AMENDMENT NO. 10 TO THE MODEL NO.
MAGNASTOR STORAGE CASK - ACCEPTANCE LETTER
Dear Mr. Fowler:
By letter dated December 9, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19345E594), as supplemented on May 13, 2020 (ADAMS Accession No. ML20143A102), NAC International (NAC) submitted an application for Amendment No. 10 to the Model No. MAGNASTOR storage cask. The application proposes to add a new metal storage overpack. Staff performed an acceptance review of your application to determine whether the application contains sufficient technical information in scope and depth to allow the staff to complete a detailed technical review.
This letter informs you that the application appears to contain the necessary information to begin our technical review. However, since NAC stated that this cask design is most likely going to be used inside an ISFSI building or enclosure. Casks inside this building are not susceptible to any sustained low wind speeds because it is an indoor ISFSI and not directly exposed to any environmental wind conditions, the staff may have questions regarding this arrangement and may establish use of the cask indoors as a condition of approval in the certificate of compliance.
We established a schedule for the technical review of your amendment request. The schedule allows for the staff to issue a possible request for additional information by mid-August 2020, and, if no additional information is needed, a draft certificate of compliance and safety evaluation report for rulemaking by mid-January 2021, based on you responding to the request for additional information by mid-September 2020. The staff estimates that completing the safety review of this application will require approximately 750 staff hours.
