7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION NORTHEAST NUCLEAR ENERGY COMPANY DOCKET NO. 50-336 ENVIRONMENTAL ASSESSMENT AND FINDING 0F NO SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from the requirements of Appendix R to 10 CFR Part 50 to Northeast Nuclear Energy Company, et al. (the licensee), for the Millstone Nuclear Power Station, Unit No. 2, located in New London County, Connecticut.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action: The exemption would grant relief in eight fire areas to the extent that redundant safe shutdown related cable and equipment are not separated and/or protected in accordance with Section III.G.2 of Appendix R.

The eight fire areas are as follows: Main Control Room, Closed Cooling Water Pump /.rea, Boric Acid Pump Area, Chemical-Addition Tank Area, Cable Vault, Intake Building, Charging Pump Room and Auxiliary Feed Pump Pit.

Also, the exemption would grant relief for the main control room from the req:Iirements of Sections III.G.3 and III.L of Appendix R concerning independence for the alternate shutdown capability.

ij dated March 1 and July 16,1982; April 15 and May 25, 1983, and January 31 and I.

9 The Need for the Proposed Action: The proposed exemption is needed because j

the. features described in the 1.icensee's requests regarding the existing and j

proposed fire prote' tion at the plant for these items are the most practical methods for meeting the intent of Appendix R and literal compliance would not significantly enhance the fire protection capability.

-i Environmental Impacts of the Proposed Action: The proposed exemption will provide a degree of fire protection such that there is no increase in the i

risk of fires at this facility. Consequently, the probability of fires has not been increased and the post-fire radiological releases will not be greater than previously determined nor does the proposed exemption otherwise affect radiological plant effluents. Therefore, the Commission concludes that there are no significant radiological environmental impacts associated with q

this proposed exemption.

With regard to potential nonradiological impacts, the proposed exemption involves features located entirely within the restricted area as defined in 10 CFR Part 20. They do not affect nonradiological plant effluents and have 1

no other environmental impact. Therefore, the Commission concludes that there are no significant nonradiological environmental impacts associated with the pfoposed e,xemption.

Alternative Use of Resources: This action involves no use of resources not previously considered in the Final Environmental Statements for the Millstone Nuclear Power Station, Unit No. 2.

The NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING 0F NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption.

Based upon the foregoing environmental assessment, we conclude that the s

proposed action will not have a significant effect on the quality of the human environment.
