v 3.2 Exempt Quantities - Small quantities of by-product material,,which are exempt from the radiation regulations to the extent that anyone may receive, possess, use, transfer, own or acquire radioactive material in individual quantities, none of which exceeds the appli-cable quantity listed in 10 CFR30.71, Schedule B. (10 CFR 30.14) 3.3 Exempt Concentrations - Radioactive material such that any person is

9 -. 0 ACCEPTANCE CRITERIA

- 9,11 The Nuclear Regulatory Commission (NRC) shall be notified if:

9.1.1 The loose surface contamination exceeds 22,000 DPM per 100 centimeter square on the external surfaces of a package.

9.1.2 Radiation-levels exceed 200 mrem /br contact with the external surface of'tbe-package or 10 mrem /hr at three feet-(3') from the: external surfaces of the package for common carriers.

10.1 PUROIASE OF FADI0 ACTIVE SOURCES 10.1.1 All purchase requisitions for radioactive cources will be f

routed via the Radiation Protection Superintendent. If Vaterford 3 is licensed to have the material being ordered, the Radiatinn Protection Superintendent will init:ial the purchase requisition. Purchase requisitions for radioactive material will include the following statement:

" Radioactive Material - Ship to the attention of the Radiation Protection Superintendent."

and should include the name of the individual or department requisitioning the material.

10.1.2 When a radioective source is purchased-as an exempt concen- _

tration, the.Badiation Protection Superintendent will m verify =that the radioactive material is entitled to the status exenpt concentration. The folluving statement will be included on the purchase requisition:

"This radioactive material is an exempt concentration and'ooes not require a radioactive material license."

I 10.1.3 ; _ When s radioactive source is purchased as an exempt quantity, the Radiation Protection superintendent will verify that

' the radioactive material is' entitled to the status of exempt quantity. The following statement will be included on the purchase requisition:

10.2 NOTIFICATION OF ARRIVAL OF RADIOACTIVE MATERIAL 10 2.1 If Waterford 3 SES personnel are to pick up radioactive material at the carrier's terminal, the Health Physics Supervisor /SCT/ Designee shall make arrangements to be l notified by the carrier as soon as the shipment of material arrives at the carrier's terminal and co-ordinate with the

'Radwante Engineer to insure that the necessary transporta-tion requirements are met.

10.2.2 The Materials and Stores Supervisor shall as soon as possible notify the Health Physics Supervisor /SCT/ Designee l upon tne arrival of packages containing radioactive material.

. When package arrives particular attention should be given to package condition (i.e. , damage and/or leakage) and this information conveyed to Health Physics Supervisor / Shift Control technician / designee. s- /

10.2.3 Security personnel shall notify the Health Physics Super-visor /SCT/ Designee upon the arrival of any vehicles bearing l the "RADI0 ACTIVE" placard or any packages displaying one of the "RADIDACTIV4" labels.

10.2.4 .The Health Physics Supervivor/SCT/ Designee upon notification of the arrival of radioactive ~ material shall expeditiously provide personnel qualified in accordance with HP-001-217, Health Physics Qualifi, cation, to perform radiation and contamination surveys on packages and document results in accordance with section 10,4.

Opening an'd Disposal

-10.3 RADIOACTIVE SOURCE RECEIPT 10.3.1 Health Physics personnel vill assign an HP control nurbtr to each source and record the required information on HP-RM-1, Record of Source Receipt (Attachment 12.1).

The Control Number Format will be:

'XXXYYZZ vhere:

XXX is the numeric.' order in which the sources are received (001 througn 999) for that month.

YY is the month of receipt '(i.e., Jan = 01; Feb 02; March

= 03, etc.)

ZZ is the last two digits of the year of receipt (i.e.,

1983 = 83; 1984 = 84; 1985 = 85, etc.)

10.3.2 Health Physics personnel vill initiate a f orm HP-RM-2 Source Accountability Record (Attachment 12.2) for each source received.

10.3.2.1 Leak testing is required'for any scaled sources cantaining greater than 100 microcuries of beta and/or gamma-emitting material or greater than 5 -

micrucuries of alpha-emittitig material, i

10.3.2.2 Limits for determining exempt quat.tity u exempt concentration status are listed in 10CFR30.70, Schedule A and 10CFR30.71. Gehedule B.

Attachment 12.5 can be used as a guideline for determining exempt quantities or concentrations.

10.5.2 Each permanent storage locetion (except systems such as

'RMS) will have a copy of HP-RM-3, storage location log (Attachment 12.3) which will provide a t mplete listing of all sources stored in the location. Anyone moving a source JJ into or out of the area (beyond the end of the current shift)

Example: A source is moved from the -4 IIP count room to a storage locker in a 'othe~r location. The source would be logged out of the count room log with a new location noted v.
