a 1.0 PURPOSE 1.1 The -purpose of this procedura is to describe *the means used to control the marking, handling, storage and release of radioactive material at.Waterford 3 SES.

1.2 -This procedure doce not apply to radioactive materials contained in process'streems such at tanks, pipes and other installed equipment I within'the RCA's.or to nuclear. fuel.

. of Radioactive Material 3.0 DEFINITIONS 3.1 -Radioactive Material - As used in this procedure, material or equipment with radioactivity levels which exceed any of the following limits:

Total beta-gamma radioactivity greater than 5000 dpm/200 ca r 3.1.1 (100 cpm per probe area above background at contact as measured

.with the llP-210 probe or equivalent).

13.1.2 Removabic beta gamma contamination greater than 1000 dpm/100 Cm E.

3.2 Radioactive Waste - material, which exceeds the limits specified in section 3.1, which is disposable.

l 3.3 Plant Components parts, assemblies or materials used in the  ;

construction and essembly of the Waterford 3 Nuclear Power Plant.

- 3.4 -Fixed Contamination - radioactive material which has become embedded '

or absorbed into the exterior and/or interior surfaces of an item, which cannot be easily removed by wiping.

7 3.5L-Clean System - system which in the opinion of Health Physics contains' no radioactive material, as supported by surveys and/or gamma isotopic analysis.

4.0' RESPONSIBILITIES ,

4.1 The' Radiation Protection Superintendent has overall responsibility for control of radiotetive material.

4.2 Personnel qualified in accordance with HP-001-217 Health Physics Qualification, are responsible for:

4.2.1 Surveying, marking and releasing material.

4.2.2 Surveying incoming and outgoing shipments of radioactive material.

14.2.3 Escorting r.edioactive material as required by this ptocedure.

4.2;4' Properly posting radioactive material areas.

4.3 Individuals working inside a RCA are responsible for:

4.3.1 Placing radioactive waste and used protective clothing in the designated receptacles.

D'- 4.3.2 Bagging or otherwise containing materials removed from conta-minated areas to prevent the spread of contamination.

4.3,3 Obeying Tosted and verbal instructions concerning radiological cont rols.

4.3.4 Notifying Health Physics of any abnormal radiological conditiou1.

4.3.5 Notifying Health Physics for monitoring of material prior to removal from any RCA. ,

s-4.4 The Mechanical-Maintenance Department is responsible for operation of the decontamination facility under an approved Rh'P.

NOTE Health Physics must be contacted prior to any-decontam-ination activities.

6.0 PRECAVTIONS AND LIMITATIONS _

l 6.1- This procedure does not apply and is in no way associated with i QAP-250, Conditional Releases.

6.2 Discretion should be used before removing any material from conta-minated areas. Highly contaminated areas will usually cause materials cominE from the area to be hignly contaminated. Reactor components usually have significant dose rates associated with them. Contact Health Physics if you are unsure of the radiological condition of any material.

v 9.0 ACCEPTANCE CRITERIA l l

9.1 Individuals may release personal items such as flashlights, radios and paperwork from a RCA with use of a tool monitor or frisker with HP-210 probe. _

i 9.2 All material being removed from the RCA has been monitored by a ,

qualified llealth Physics Technician, with the exception. of items discussed in= step 9.1.

.p 9.3 ' Unconditionally' released material does not exceed the applicable limits of Section 3.1.

9.4 conditionally. released material is marked, packaged and tagged in accordance with:section 10.3, 10.4 and 10.5.

10.1 . CONTROL OF. RADIOACTIVE MATERIAL WITHIN THE RCA's 10.1.1 Radioactive mat erial.may be stored anywhere within the IULA as long as proper contamination controls are implemented.

-ance with HP-001-219.. Radiological Posting Requirements.

10.1.3 Radioactive material storage areas -should be routinely' surveyed-in accordance-with HP-001-201, Scheduling of Routine Health

' Physics Surveys , 'and HP< 002-201, Rodiation and Contamination' Survey Techniques.

10.1.4 Materials removed from contaminated areas should be bagged, surveyed and marked prior to movement or storage.

NOTE Items too large, heavy or having sharp edges that may

. compromise the integrity of the plastic bag shall be

placed in cloth or canvas bags or other suitabic containers before placing in plastic bags. Contact Health Physics for guidance.

10.1.5 Tools and equipment.

10.1.5.1 Tools.and equipment utilized in contaminated areas should, upon completion of work:

10.1.5.1.1- Be' bagged or wrapped in yellow poly.

10.1.5.1.2 Plac'ed in the designated storage area adjacent'to the hot tool issue room or as specifically designated by HP. ,

i 10.1.5.1.3 Be decontaminated; then sutveyed by Health Physics, and returned to the designated storage location, 10.1.5.2 Tools and equipment utilized in non-contaminated

areas should be returned to the designated storage location- af ter use.

10.1.6.1 Closed containers of used protective clothing and dry radioactive waste must be marked with a CAUTION RADI0 ACTIVE MATEh1 AL sticker (or tag). The maximum contact dose rate on the bag is to be marked on the outside of the bag, or-on the rttached tag. Used protective clothing shon*d be yallow-bagged. Radio-active vaste should be red-batstd.

10.1.6.2 Tools and equipment exiting a ontaminated area should be yellow-bagged and marked with a CAUTION RADIOACTIVE MATERIAL sticker (or tag) including a decription of the material, radiation / contamination e level, date of survey and initials of the surveyor.

10.1.6.3 . Tools-and/or equipmeut with loose. surface contamina-tion of less than 1000 dpm/100 cm beta-gamma 2

and 20 '--

2 dpm/100 cm -alpha.but with a total fixed contamination of 5000 dpm/100 cm2beta gamma or 300 dpm/100 cm 2 alpha'or= greater will be marked with a CAUTION RADIO-ACTIVE MATERIAL tag, sticker, or tape, or narked with purple paint to indicate the status as radio--

active material. Purple paint is the preferred method for marking items wit'h fixed contamination.

  • 10.1.6.l. Laboratory glassware (including glass or other material used in the Radiochemistry area) is exempt.

r 10.2 CONTROL OF RADIDACTIVE MATERIAL OUTSIDE RCA's Materials which are greater than the release limits for uncondit- ,

ional release outside a RCA shall be controlled as follows:

10'.2.1 Radioactive material shipping containers prepared for -

shipment will be handled in accordance with applicable Radwaste procedures.

10.2.2 All material will be released from the RCA in accordance with section 10.3 or 10.4, whichever is applicable.

1 10.2.3 All radioactive material outside the RCA's will be clearly marked as described in 10.1.6.

10.2.4 All radioactive material outside a RCA vill be attended by a deslgnated individual at all times, unless the material is stored-in a approved radioactive material storage area.

10.2.4.1- For material that is to be used outside of a RCA for

  • long periods of time (i.e. >8 hrs.), consideration should.be given to establishing a temporary RCA.

'10.2.5 All materials which have a dose rate ' greater than 100 mr/hr

contact will be escorted through non-RCA areas by a Health Physics Technician.

10'2.6 Vehicles, boxes and any other container containing radioactive I

material will be opened only after authorization from Health .s Physics is obtained..

10.3.3 Items which do not meet clean area limits to be released to the Protected Area will:

10.3,3.1 Be packaged to prevent the spread of contamination normally in yellow plastic, or herculite. ,

10.3.3.2 Bt labeled in-accordance with 10.1.6.

10.3.3.3 Be tagged with a Conditional Release' Tag, Attachment 12.2 and logged in the Ccnditional Release Log ifP-AD 24, Attacbent 12.3.

NOTE This section does not apply to protective clothing, radioactive waste-or materials having naturally occurring radioactive material such as tungsten or cer-l tain ceramic materials, s_,

, r 10.4 REI. EASE OF MATERIALS TROM THE PROTECTED AREA NOTE

-The Protected Area Release Log (Attachment 12.5.) will l be used to document surveys performed to release - -

-materials-from the Protected Area.

10.4.1 Radioactive Waste Shipments and Radioactive Ifaterials Shipments will be handled in accordance with applicable Radwaste procedures.

10.4.2 Pecsonal items & small band held equipment will be valked through:the PAP exit portal monitors.

10.4.3' all trucks and vehicles that pick up materials used inside ~

the protected area till be s eleased by. a Health Phytics cechnician before_ exiting the Protected Area. This includes-acrap materials', vaste. oil, expended resias, trash.dumpsters, furniture. and other such items. Delivery truchs and vehicles l used in non-radiological areas do not require survey unless they enter a RCA.

10.4.4 - Contaufnated items will not be released from the Protected Area unless part of a Radioactive Waste or Radicactive Material

10.5 ' PROTECTIVE CLOTHING 10.5.1 Protective clothing is colored yellow to indicate its status.  ;

10.5.2 Yellow protective clothing will not be used outside the RCA's without permission of the Radiatien Protection Superintendent.  ;

10.5.3 Plastic protective clothing will be discarded after use.

J 10.6 CLEAN SYSTEM EQUIPMENT 1]SE AND RELEASE ' .0M RCA's 10.6.1 Equipment (i.e., test equipment such as gauges where internals cannot be accessed for survey) being used for work on clean systems will be tagged and logged using Attachments 12.6 and 12.7. .

NOTE Clean System Equipment cannot be used on any system other then the system designated on the Clean System

10.6.5 !!ealth Physics Personnel shall:

ance with IIP-002-201, Radiation and Contamination Survey Techniques.

10.6.5.2 Survey the internal by smearing equipment openings.  !

10.6.5.3 .Upon any indication-ci internal contamination the equipment should have an isotopic analysis performed.

10.6.5.4 Document the release of the equipment from the RCA en Attachment 12.6 and dispose of the Clean System Equipmet'. Tag.
