CANCELLATION OF PRLPOSED MODIFICATION TO INSTALL A PRESSURE RELIEF VENT IN THE SGTS DUCTWORK (TAC 59830)

Re:

Oyster Creek Nuclear Generating Station By letter dated September 24, 1985, you proposed to cancel your commitment to install a pressure relief vent in the Standby Gas Treatment System (SGTS) exhaust duct from the drywell.

Your commitment to install this vent during the Cycle 11 Refueling (Cycle 11R) outage was made in your letter to the staff dated May 14, 1984, as part of the staff's review of Multi-Plant Action (MPA) R-24, Containment Purging During Normal Plant Operation. The staff's letter to you on MPA B-24 and this commitment is j

dated January 21, 1986.

On page 6 of our letter of January 21, 1986, we stated that you had bean requested as part of MPA B-24 to submit an analysis which demonstrates the I

acceptability of the provisions made to protect safety-related structures and equipment located beyond the purge / vent isolation valves against loss of function from the environment created by the escaping air and steam i

during a loss-of-coolant accident (LOCA). The only safety-related eautoment located downstream of the purae/ vent isolation valves at Oyster Creek are the SGTS trains. To protect the SGTS and the associated ductwork from the pressure rise that would occur before the purge valves are fully closed, you j

proposed by letter dated May 14, 1984 to modify the purge / vent exhaust system i

l by installing (1) a relief vent in the ducting just beyond the purge system I

outboard isolation valves and (2) a time delay to start opening the SGTS filter inlet valve after 5 seconds.

In the letter May 14, 1984, the 5-second delay was to protect the SGTS and the relief vent 'tas to protect l

the ductwork and the SGTS filter units; however, in the meeting sunnary l

dated April 12, 1986, it was stated that the 5-second delay was actually to protect the SGTS and its filters and the relief vent was only to protect the ductwork. You stated in your letter dated September 24, 1985, that the 5-second time delay has been installed.

l In your letter dated Soptember 24, 1985, you now state that this commitment for installing the pressure relief vent has been reevaluated.

You state that the calculations now show that following a LOCA there will j

be no rupture of the SGTS ductwork from the pressure rise follnwing the l

LQCA and, therefore, have concluded that there is no need for any modification to the ductwork system.
