This refers to your application dated May 16,1997, requesting an amendment to the

! Certificate of Compliance for the Portsmouth Gaseous Diffusion Plant to reduce the Technical Safety Requirement 2.5.4.4 Raschig ring minimum depth requirement from 12 inches to 6 inches in ERP scale pits 1 A and 2.

Our review of your application has identified one issue that needs to be resolved before final action can be taken on your request. This issue has been discussed with Mr. Mark Smith of your staff. It concerns the possibility of accidentally released UF6 (cylinder / valve rupture, condenser / accumulator f ailure, pigtail / gasket f ailure, compression loop piping f ailure, etc.) exothermically reacting with atmospheric moisture or any other substances in EPP and generating suff{clent heat to actuate the sprinkler system.

I P;r ase provide the minimum release quantities of UF6 that could actuate the sprinkler o stem in ERP su-h that sufficient enriched uranium from the relt.ase and water from the celuge could enter tne scale pits resulting in a coticality. Provide the bases and justification for all conclusions. Make conservative assumptions (humidity level, ambient temperature, local convection, heat loss to surrounding structures and equipment, UF6 release rate, etc.) so as to bound the analysis. Please provide the additional information within 15 days of this letter. Please reference the above TAC No in future correspondence related to this request. )}
