Gentlemen:

This refers to the inspection conducted by Mr. D. DuBois and Mr. E. Plettner of

this office during the perioc January 1-February 28, 1986, of activities

i -

authcrized by NRC Operating Ucense DPR-46 for Cooper Nuclear Station, and to

the discuscion of our findings with Mr. Guy Horn and other members of your

staff et the conclusion of the inspection.

Areas examined during the inspection included fcilowup of TMI action plan

requirements, licecsee management changes, colo weather preparation,

preparation for refuelin,9, spent fuel shipments, plant trips - safety system

challenges, operational safety verification, and inonthly surveillance and

f

raintenance observations. Within these areas, the inspection consisted of

l

selective examination of procedures and representative records, interviews with

[

personnel, and observations by the inspectors.

These findings are documented

in the enclosed report.

During this inspection, it was fcund that certain of your activities were in

violation of NRC requirements. Consequently..you are required to respond to

this violation in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response shoult! he based on the s,pecifics contained in the

'

Notice of Violation enclosed with this letter.

l

The response directed by this letter and the accompanying Netice of Violation

is not subject to the clearance procedures of the Office of !4anagement and

Budget as required by the Paperwork Reduction Act of 1960, PL96-511.
