Extension of Committed Datefor Technical Specification Amendment Submittal Gentlemen:
In our March 27,1997 letter (NMP2L 1698), regarding a Request for Enforcement Discretion 1
to Technical Specification 3.0.3 Requirement, Niagara Mohawk Power Corporation (NMPC) committed to submit a Technical Specification (TS) Amendment related to response time testing surveillance requirements. The TS Amendment request was to be submitted on a non-emergency basis to correct the inappropriate wording of Action 36 of TS Table 3.3.3-1. Due to short term resource constraints, NMPC is extending the commitment date from June 30,1997 to July 31,1997 because of the unusually large work load on regulatory issues.
Current items being worked include the FSAR verification, a pressure locking issue with the Unit 1 Core Spray isolation valves, the Unit I conductivity TS amendment resulting from the core shroud cracking, several Appendix R issues at Unit 2, and responses to violations at.
Unit 2 for High Pressure Core Spray response time testing and control room deficiencies.
This extension will allow additional time to complete the development and review of the f
Amendment Application. This extension will not place time constraints on the Staff's review 0
of the application, since there are no more surveillances required during this cycle that could be affected by Action 36.
