MAIN BREAKWATER SURVEY (TAC 60317)-

Re: Pilgrim Nuclear Power Station By letter dated October 16, 1985, you proposed a chance in Boston Edison's commitment to perform a complete survey, including photoaraphy, of the main breakwater at. Pilgrim Nuclear Power Station followina a ma.ior storm. Such a storm is defined in Attachment A to Boston Edison's letter dated March 30, 1981, as "when onshore winds are in excess of 50 mph for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> as measured at the site."

The proposed change would replace the complete survey following a major storm with a walkdown and comparison of field conditions to the most recent photographs of the breakwater. If the walkdown/ohoto comparison indicates .the need for a more complete survey, it would be conducted.

This change would not affect Boston Edison's commitsnent to perform its annual breakwater survey, which includes taking photographs from established benchmarks on the shoreline. It is our understanding that the annual survey also includes the use of survey instruments to detect settlement or horizontal displacement and we recommend that this practice be continued.

We believe that any future storm damage which could impair the break-water's safety function would involve significant displacement of the cap stones and would be readily noticeable. Therefore, we agree that a complete survey of the breakwater need not be performed after winds meeting the 50 raph for 2-hour criterion unless damage is noted during the walkdown/choto comparison.

With respect to the reporting requirements, please modify them to require that- the NRC project manager or myself be notified by telephone of the results soon after a walkdown/ photo comparison is conducted.

These results and your plans for any necessary repairs should also be described in a letter addressed to me, with a copy to NRC, Region I.
