COMSECY-96-061: RISK-INFORMED, PERFORMANCE-BASED REGULATION (DSI-12) i 1
I support the Commission's preliminary views on this DSI. To be consistent with NRC's PRA Policy Statement, I would like to note that the PRA methods should 3
be used in a manner that complements NRC's traditional deterministic approach and that the risk insights could be used to reduce unnecessary regulatory burdens as well as to identify areas where requirements should be increased.
Regarding performance-based regulation, the staff should clarify how the performance should be monitored and how the acceptance criteria should be developed. High level waste issues should also be considered as a candidate for implementation of risk-informed, performance-based regulation.
