PUNr SYSHMS 3/4.7.9 HYORAULIC SNUHHERS LIMITDC CDNDITION FOR OPERATION 3.7.9.1 All hydraulic snubbers shall be OPERABLE.
'Ihe only snubbers excluded fran the requirement are those imtalled on nornafety related systems and then only if their failure or failure of the system on which they are installed would have m adverse of feet on any safety-relatal system.
APPLICABILITY:
10 DES 1, 2, 3, and 4.
ACTION:
1 With one or rcre hydraulic snubbers inoperable, replace or restore the iroperable snubber (s) to OPERABLE status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or be in at least FOT STANDBY within the next 6 tours and in 00LD SHLTIIIEN within the following 30 tours.
SURVEILLANCE REQUIREMDfl3 4.7.9.1 Hydraulic snubbus will tn denonstrated OPERN3IE by p!rforTnance of the following augmnted inservice inspection program and the requirenents of Specification 4.0.5.

Each hydraulic snubber with seal material fabricated fran ethylene propylere or other materials demonstrated ccripatible with the op' rating environment and approved as such by the NRC, shall in deter:nined OPERN3LE at least once after rnt less than 4 nonths tut within 6 nonths of initial criticality and in accordance with the inspection schedule of Table 4.7-4 thereafter, by a visual inspection of the snubber.
Visual inspectiom of the snubber shall include, but am not necessarily limited to, inspection of the hydraulic fluid reservoirs, fluid connectiom, and linkage conmetiom to the pipirn and anchors.
Initiation of the Table 4.7-4 inspection schedule shall te made assumiry the unit was previously at the 6 renth inspection interval.

At least once per 18 nonths during shutdown, a representative 1
sample of at least 10 hydraulic snubbers or at least 10% of all snubbers referenced in Specification 3.7.9.1, whichever is less, shall be selected and functionally tested to verify correct piston novement, lock up and bleed.
Snubbers greater than 50,000 lbs.

Snubbers selected for functional testing shall be selected on a rotating basis.
Snubters identified as either "Especially l
Difficult to Rwwe" or in "High Radiation Zones" my be exempted from functional testing provided these snubbers were demonstrated OPERABIE during previous functional tests.
Snubbers found inoperable duriry) functional testiry shall be restored to OPERABIE status prior to resurting operation.
For each snubber found inoperable during these functional tests, an additional minimtn of 10% of all snubters or 10 snubbers, whichever is less, shall also be functionally tested until no more failures are found or all snublurs have been functionally tested, l
