" DETECTION OF DIGITAL PLANT CONTROLLER FAULTS"*
l We terminated the subject grant for poor performance, effective May 31, 1995, via our letter dated May 23. 1995.
The University of-Arizona, in their letter dated June 29. 1995. is appealing this termination.
In accordance with Dispute Review Procedures (copy attached) under "NRC General Provisions -for Grants and Ccoperative Agreements Awarded to Institutions of Higher Education and Other Nonprofit Organizations." you are required to appoint a review committee. consisting of a minirom of three persons. to evaluate all relevant' background materials and documents.
The committee, based upon its review. will prepare its recommendations to you for i
i your decision.
To streamline the dispute process we are also providing you a copy of the following documents which specifically relate to the termination:

Letter from Mary H. Mace to the University of Arizona dated March 8.
1995. which details NRC's concerns with the University's performance.
2.
Memo from M. Wayne Hodges to Edward L. Halman dated April 10. 1995.
which requests termination of the subject grant.
3.
Notice of termination for cause from Mary H. Mace to the University of Arizona dated May 23. 1995.
4.
Letter from the University of Arizona to Mary H. Mace dated June 29.
1995, which appeals NRC's notice of termination for cause 5.
Letter from Mary H. Mace to the University of Arizona dated July 19.
1995. which acknowledges receipt of their June 29, 1995 appeal.
We will provide any additional information requested by the termination review comittee and will cooperate fully in any pertinent discussions..
