SUBJECT:

TERMINATION OF GRANT NRC-04-93-089 Please terminate grant NRC-04-93-089 with the University of Arizona. The performance of the University does not meet reasonable standards.

The substandard performance has included the following:

The principal investigator was over six months late in developing and

]

providing a milestone plan which could be used to monitor progress.

The principal investigator was over three months late in preparing and making the annual report.

The contractually required annual report was one quarter page when it was finally submitted to DCPM. The report is inadequate as a summation of a year's work.

It does not describe the work that has been a

i accomplished, discuss problems encountered, and discuss plans for the second year's work.

Thus based on continuing unresponsiveness of the principal investigator, I recommend that DCPM terminate the grant.
