This refers .to the special safeguards . inspection conducted by Mr. W. Troskoski of

f this office ori-November 20-22 1985 of activities authorized by NRC and to the dis-

.cussions of our findings held by Mr. Troskoski with Mr. J. D. Sieber at the con-

clusion_of the inspection.

^ - Areas.' examined during.this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter. ,The inspection was conducted.to review

.the circumstances associated with the access'into the protected area by a plant

employee without his photo-identification badge on November 19, 1985.

The inspec-

  • ' : tion consisted of/ interviews with: licensee. personnel and a review of. access con-

trol logs,and. records.

,

-The inspection. identified one apparent violation of NRC' requirements involving

. access control for personnel. We are' concerned that- four similar violations have

occurred since June 1, 1984, and that your corrective' actions for those violations

^

= have apparently been ineffective. Therefore,-we have . scheduled an enforcement

~

conference in our: office in King ~ of Prussia, Pennsylvania on December 19, 1985

.at.1:00 p.m.:to discuss.these matters.

,

'At the conference you shoul'd be prepared to discuss the causal factors which led

to this apparent violation, as well as the measures you have taken and any addi-

V

-tional measures"you plan:to.take to ensure the effectiveness of your security pro--

gram.

Our decision concerning the appropriate enforcement action regarding this

matter will<be communicated to you following the conference by separate correspon-

dence.
