REVIEW OF THREE MILE ISLAND, UNIT 1, INDIVIDUAL-PLANT EXAMINATION

Dear Mr. Knubel:
I On May 23, 1993, GPU Nuclear submitted the Three Mile Island, Unit 1 (TMI),
l Individual Plant Examination (IPE) submittal in response to Generic Letter 88-20 and associated supplements. On August 3, 1995, the staff sent questions i
to GPU requesting additional information and GPU responded by letter dated December 6, 1995.
5 A " Step 1" review was performed which examined the IPE results for their l
" reasonableness" considering the design and operation of-TMI. The staff i
employed Brookhaven National Laboratory to review the IPE submittal. Their Technical Evaluation Report (TER) is attached as an appendix to the Safety i
Evaluation Report. The TER was reviewed by the IPE Senior Review Board (SRB) j comprf sed of the staff and consultant from Sandia National Laboratory with i
probabilistic risk assessment expertise. The NRC project manager and resident inspector also attended the SRB review meeting.
The IPE has estimated a total core damage frequency (CDF) of 4.2E-05 per reactor year.
Internal flooding, with a CDF of 3E-06 per reactor year, was not included in the total reported above. Transients contributed 60 percent to the total CDF, loss of coolant accidents 38 percent, interfacing system LOCA 2 percent, and steam generator tube rupture 0.4 percent.
GPU defined a front-end vulnerability as any core damage sequence exceeding lE-04 per reactor year. GPU defined a back-end vulnerability as any containment bypass or large early containment failure that exceeds IE-06 per reactor year. Based on these definitions GPU did not identify any i
vulnerabilities.
Plant improvements, however, were identified and credited in the IPE, although they have not yet been implemented.
Even though GPU i
assessed the CDF reductions from these plant improvements to be small, we encourage GPU to make these procedural changes and advise the stiff upon their completion.
