STANDARD TECHNICAL SPECIFICATION (STS) CHANGE REVIEW TSTF-19 i

Pronosal:

The PWR Owners' Groups (OGs) have proposed changet to NUREG-1430 (BWOG STS)

Section 1.1; NUREG-1431 (WOG STS) Sections 1.1, 8 3.3.1, and 8 3.3.3; and NUREG-1432-(CEOG) Section 1.1 to relocate resistance temperature detector (RTD) and thermocouple calibration details from the Channel Calibration definition to the Bases.

Evaluation:

RTD and thermocouple calibration details were specifically added to the Channel Calibration definition of the STS to address calibration problems with reactor coolant system (RCS) hot leg RTDs. The added sentences were structured to be applicable to systems where there are several detectors within the system which can be easily compared qualitatively, but would not be applicable to single channel systems (one detector) or to systems which cannot easily be operated in parallel at the required isothermal condition. However, as currently written in the DWOG STS, WOG STS, and CEOG STS the Channel Calibration definition would require inplace cross calibration l whenever any sensing element is replaced, regardless of whether a qualitative comparison can be made. This presents a contradiction for single channel systems and systems that cannot easily be operated in parallel.

The PWR OGs have proposed that the sentence, "Whenever a sensing element is replaced the next rewired CHANNEL CALIBRATION shall include an inplace cross calibration that compares the other sensing elements with the recently installed sensing element." be deleted from the Channel Calibration definition in Section 1.1 of each PWR STS. The PWR OGs have also proposed that insert 1 be added to the reactor trip system (RTS)

Instrumentation Bases B 3.3.1, for Surveillance Requirement (SR) 3.3.1.12 of the WOG STS and insert 2 be added to the post-accident monitoring (PAM) Instrumentation Bases B 3.3.3, for SR 3.3.3.2 of the WOG STS. The proposed Inserts 1 and 2 read as follows:

Insert 1: "Whenever a sensing element is replaced, the next required CHANNEL CALIBRATION of the resistance temperature Detectors (RTD) sensors, which may consist of an inplace qualitative assessment of sensor behavior and normal calibration of the remaining adjustable devices in the channel, is accomplished by an inplace cross calibration that compares the other sensing elements with the recently installed sensing element."

The Technical Specification Branch (TSB) has found that the existing definition of Channel j Calibration in the PWR STSs is confusing and could cause interpretation and Technical Specification violation problems. The TSB also found that the sentence to be relocated to

the Bases was intended for a specific method which applies to certain instrument i functions.

! Similar changes to NUREG-1433 (BWR/4 STS) and NUREG-1434 (BWR/6 STS) have been j accepted by the staff based on the following justifications:

1. The sentence to be removed described one specific method for performing a qualitative assessment and therefore was repetitive of the previous sentence aM
2. Typical BWR RTD and thermocouple applications do not allow establishing
isothermal conditions and direct qualitative assessments. l 1 l Based on Justification 1 for the BWR changes, the TSB has found that the PWR OGs

! proposed inserts 1 and 2 are repetitive and could be confusing. Therefore, TSB has i recommended the phrase ",which may consist of an inplace qualitative assessment of I sensor behavior and normal calibration of the remaining adjustable devices in the channel,"  !

TSE has also recommended that inserts similar to the i TSB modified inserts 1 and 2 be added to the following surveillance requirement Bases l sections for RCS hot leg temperature and core exit temperature in the reactor protection i system (RPS), PAM, and remote shutdown sections of the BWOG STS, WOG STS, and l CEOG STS:
