DELETION OF TEST NUMBER 28D, RECIRCULATION PUMP RUNBACK TEST AT TEST CONDITION 3 OCT 011985 Date:
1.0 PUR POS E The purpose of this Safety Evaluation is to document the results of the evaluation performed to ensure that deletion of Test Number 28D, Recirculation Pump Runback at Test Condition 3, from Hope Creek's Power Ascension Test Program, will not adversely af fect reactor safety.
2.0 SCOPE The area of concern for this proposed change is the adequacy of Hope Creek 's Power Ascension Test Program.

General Electric <3Preoperational Test Program Specification 22A2271A2, Revision 2 4.0 DISCUSSION Regulatory Guide 1.68 (Revision 2, August 1978), Appendix A, paragraph 5.s requires that the performance of the recirculation flow control system be verified as necessary.
One feature of the recirculation flow control system is to provide a recirculat'u. pump runback upon the loss of one feedwater pump and low reactor level (Level 4) indication to avoid a scram on low-low water level (Level 3).
Hope Creek's Power Ascension Testing Program includes a recirculation pump runback test at both Test Condition 3 (cpptoximately 100% core flow and 50% power) by Test Number 28D and Test Condition 6 4

(approximately 100% core flow and 100% power) in conjunction with the Feedwater Pump Trip Test, Test Number 21D.
Demonstration of the performance of this feature at Test Condition 6 will satisfy the intent of Regulatory Guide 1.68, Appendix A, paragraph 5.s.
It is therefore proposed to delete performance of this test at Test Condition 3 (Test Number 26D).
The acceptance criteria for the recirculation pump runback test at Test Condition 3 (Test Number 28D) requires that the recirculation pu.mp3 runhaCk upon a trip of the runback circuit.
The trip of the runback circuit 2
is accomplished by simulating the loss of a feedwater pump.
Hope Creek's Final Safety Analyses Report (FSAR) states that this test is performed prior to actaally tripping the Feedwater Pump at Test Condition 6 to determine the adequacy of the recirculation pump runback feature in preventing a scram.
This test is not considered necessary for three reasons.
Firstly, the performance of-the runback circuit is verified by preoperational testo..
Secondly, the characteristics of recirculation pump runback are well understood and have been demonstrated to be acceptable during power ascension testing at other plants.
- Thirdly, in the unlikely event that the recirculation pump runback feature does not function properly, the most severe consequence would be a reactor scran due to low level.

it would not place the plant in an unsafe condition.
5.0 CONCLUSION
Performance of Recirculation Punc Runback testing, in conjunction with the Feedwater Pump Trip Test, Test Number 21C, at Test Condition 6 satisfies the intent of Regulatory Gu ide 1.68, Appendix A, paragraph 5.s.
Deletion of this test at Test Condition 3 will not af fect any safety related systems or eafe operation of the plant and a Technical Specification change is not required.
Based on the above, deletion of this test does not involve an unreviewed safety ydestion.
Therefore, Test Number 28D, Recirculation Pump Punback Testing at Test Condition 3, can be deleted fron Fope Creek's Power Ascension Testing Program.
