SUBJECT:

SUPPLEMENTAL SAFETY EVALUATION REPORT OF ST LUCIE UNIT 1 AND TURKEY POINT UNITS 3 AND 4, RESOLUTION OF UNRESOLVED SAFETY ISSUE (USI) A-46

provides the Mechanical Engineering Branch's (EMEB) supplemental safety evaluation report (SSER) of the Florida Power and Light Company's, the licensee, resolution of USI A-46 as delineated in Generic Letter (GL) 87-02, for St. Lucie Unit I and Turkey Point Units 3 and 4.

This SSER provides the results of the staff audit conducted at the Turkey Point site during the week

of December 4-8, 1995.

The purpose of the audit was to verify that the j

licensee's implementation program adequately addressed the open items described in the staff's safety evaluation report (SER) dated February 9, 1995. This SSER incorporates the inputs from Civil Engineering and Geosciences Branch, Reactor Systems Branch, and Instrumentation and Controls Branch.

Based on the information reviewed during the audit, the staff reached closure on all of the SER open items.

Further, the licensee agreed to take corrective actions regarding specific findings identified by the staff.during the audit.

These findings are described in the attached SSER, and will be tracked by the NRC's resident inspectors at St. Lucie Unit I and Turkey Point.

Finally, based on the results of the Turkey Point Units 3 and 4 inspection, the staff determined that a separate inspection at the St. Lucie Unit 1 is not warranted.
