SPENT FUEL SURVEY COMMITMENTS FOR ST. LUCIE PLANT, UNITS 1 AND 2
Dear Mr. Plunkett:
On March 26 and 27, 1996, Mr. Jan Norris, then NRR Project Manager for St. Lucie, visited the St. 1.ucie Plant site to conduct a survey on the spent fuel practices and spent fuel pool (SFP) cooling system design and current licensing basis for St. Lucie, Units 1 and 2.
During the survey, in discussions with your staff at the plant site, it is our understanding that the following commitments were made:
1.
FP&L will have a procedure in place prior to the St. Lucie 1 outage which will require that SFP temperature be maintained below 150 degrees F.
The procedure was to be modeled after the St. Lucie Unit 2 procedure OP-1600023, Rev. 58, page 26 of 69.
2.
FP&L will perform a new set of calculations for the design heat load in the Unit 1 SFP for the normal offload conditions. The new calculations are necessary because the St. Lucie staff was unable to produce a copy of the original calculations.
3.
FP&L will develop and implement, prior to the Unit 1 outage, a procedure which will assure that SFP boron concentration is maintained at a minimum'of 1720 ppm.
Accordingly, I am requesting that you provide a letter within 30 days of receipt of this letter that confirms these commitments and indicates the projected or actual completion dates for each of these actions.
These commitments will then be included in future inspection reports and will be tracked by the regional office until completion.
