The Civil Engineering and Geosciences Branch staff has reviewed the St Lucie licensee's submittals pertaining to a Technical Specification (TS) change request related to its annual beach dune surveys and mangrove swamp monitoring. The licensee, FPL, initially wanted to completely delete the TS surveillance requirements related to dune survey and mangrove swamp monitoring. However, as a result of several telephone discussions between the
'j staff and FPL to clarify certain issues concerning this subject, FPL proposed to modify the relevant surveillance requirements and relocate them to the FSARs.
Based on the review of FPL's submittals the staff finds the proposal to modify the surveillance requirements related to dune survey and mangrove swamp monitoring for both units and relocate them to the FSARs acceptable. The modified surveillance requirements will consist of visual inspection by a qualified engineer after every hurricane and at a minimum a visual inspection every five years if there has been no hurricane in that period. FPL should also include in the Unit 1 FSAR the Design Feature 5.1.3 related to flood control provisions (dunes and slope protection), when it removes it from the TS. The relocation of the modified surveillance requirements is consistent with the NRC policy concerning relocation of certain TS surveillance requirements to other licensee-controlled documents. The Action item related to the installation of stoplogs (whenever a hurricane warning is posted) shall remain under the Limiting Condition of Operation of TS 3/4.7.6 for Unit 2, as i
originally proposed by FPL.
