EVALUATION OF THE REQUEST FOR AUTHORIZATION OF ALTERNATIVE l

REACTOR PRESSURE VESSEL EXAMINATIONS FOR ST. LUCIE NUCLEAR PLANT, UNIT I (TAC NO. M92465)

The staff reviewed and evaluated the information provided by Florida Power and Light Company (FPL) in its letter dated April 27, 1995, which requested authorization for alternative reactor pressure vessel (RPV) examinations at St. Lucie 1 to satisfy the requirements of 10 CFR 50.55a(g)(6)(ii)(A),

" Augmented Examination of Reactor Vessel." The augmented RPV examination is scheduled for the spring 1996 refueling outage.

pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5) as they provide an acceptable level of quality and safety.

In accordance with Item 5 of the proposed alternative examinations, FPL commits to use newer inspection techniques, as available, that would provide a substantial increase in the coverage of areas missed with techniques used during the last RPV inspection. After performing the augmented RPV examination, FPL should notify the NRC in writing of the actual examination coverage obtained. is a SALP input related to this task. The technical review performed by the Materials and Chemical Engineering Branch under TAC No.

M92465 should remain open until FPL's post-examination notification has been reviewed.
