Sheron, Director tvision of Engineering SU8 JECT: STATUS OF USI A-46/IPEEE ACTIVITIES I The Mechanical Engineering Branch (EMEB) is the lead branch in NRR for coordination of the USI A-46 and IPEEE programs. As you any recall, 61 ) reactor units are implementing USI A-46. They are a subset of 109 reactor units which are performing an IPEEE. IPEEE reviews (RES lead) and A-46 reviews (EMEB lead) are coordinated in accordance with the USI A-46 and IPEEE Coordination Plan, dated March 14, 1995. We are starting to receive licenses submittals and the level of our effort in this area is increasing. The status of USI A-46/IPEEE activities are as follows: 1. Audits of USI A-46/IPEEE Licensees' In-Proaress Seismic Walkdess A. Oconee Units 1. 2 & 3 During the week of April 17, 1995, a team of three NRC technical staff, two from NRR and one from RES, and two contractors from Brookhaven National Laboratory, visited the Oconee site to perfom an audit of the USI A-46/IPEEE in-progress seismic walkdown activities conducted by the licensee. The objective of the audit was to observe and assess the licensee's effectiveness in identifying the seismic concerns with the safe shutdown electrical and mechanscal equipment. The audit did not focus on the evaluation of seismic adequacy of this equipment, which will be done when the Itcensee submits its IPEEE and A-46 evaluation reports to the NRC. Therefore, it did not cover the full extent of the necessary effort by the staff to reach closure on these two programs. The staff evaluated the licensee's effectiveness in imp'ementing the Generic Implementation Procedures (GIP) developed by the Seismic Qualification Utility Group (SQUG) and previously approved by the NRC. The audit team found that the licensee's walkdown engineers have had the SQUG-sponsored training course and are quite familiar with the GIP procedures. The walkdown was conducted, in general, in accordance with the GIP. However, some of the personal judgements exercised by the licensee's engineers, the use of industry guidelines that were not reviewed by the stiaff, and in some cases, CONTACT: P. Y.
