PROPOSED SUPPLEMENT 1 TO GENERIC LETTER 89-04, " GUIDANCE ON DEVELOPING ACCEPTABLE INSERVICE TESTING PROGRAMS" The staff has prepared a e aft supplement for Generic Letter (GL) 89-04. When issued, this GL supplement will forward NUREG-1482, " Guidelines for Inservice Testing Programs at Nuclear Power Plants," which provides NRC reccamendations for a number of generic issues concerning the implementation and development of inservice testing programs. The intent of NUREG-1482 is, in part, to provide the required dCommission approval" pursuant to 10 CFR 50.55a(f)(4)(iv) to allow implementation of certain portions of ASME Code editions or addenda, incorporated in 10 CFR 50.55a(b) without further submittal of formal " relief requests." No new staff requirements are imposed. The remaining staff recommendations provide guidance on information that should be included in relief requests and provide specific details for those requests that have generic applications.

On December 16, 1993, the Comission issued a notice of opportunity for public comment in the Egderal Reaister (58 FR 65738) for the proposed supplement.

The staff is seeking comment from interested parties regarding both the technical and regulatory aspects of the proposed GL supplement and the current draft of NUREG-1482. The staff is particularly interested in comments regarding any methods in the NUREG that may be viewed as a backfit, along with recommendations for alternative methods.
